Duties Description The Employee Program Assistant (Reimbursement Supervisor) is responsible for day-to-day oversight and various activities related to educational reimbursement programs. Primary duties and assignments will be related to the Management Confidential (M/C) reimbursement programs, Dependent Children's Tuition Program (DCTP), Public Employees Federation (PEF) reimbursement programs, as well as administer programs for the Security Services Unit and Agency Police Services Unit.Duties will include, and are not limited to the following:• Administer all aspects of the reimbursement application process to ensure compliance with administrative and programmatic requirements, for multiple negotiated benefit educational reimbursement programs. • Serve as back-up to administratively support the Dependent Children's Tuition Program (DCTP) and all other educational reimbursement programs.• Coordinate and manage employee training and development programs. Supervise and train program staff. Monitor and analyze data to ensure proper administration of programs and identify opportunities for program improvement. • Research educational providers to ensure they are approved to deliver training in accordance with program guidelines.• Respond to and resolve non-routine inquiries.• Review, edit, format, and produce letters, documents, reports, and other written materials.• Approve payments, process stop-payments and reconcile applications in the Application Reimbursement Center.• Assist with preparation of close-out, tax, and other reports in accordance with agency guidelines.• Run database queries and reports on reimbursement programs when needed by program manager and unit director.• Maintain financial reports and records, and report information in monthly and quarterly reviews.• Extract and analyze data based on database queries and reports. • Coordinate with WODU directors and program staff on all aspects of financial management of program funding, including budget planning and preparation of journal transfers of funds to agencies per program requirements.• Participate in reimbursement unit internal control related program reviews. • Work as part of a team to continue to improve and streamline the on-line reimbursement system and automated reimbursement process.• Other duties as required.

Minimum Qualifications • Bachelor's degree and two years of relevant experience.* • Supervisory experience preferred. • Excellent organizational, interpersonal and customer service skills. • Advanced writing and editing skills preferred. • Attention to detail and ability to work in a team environment. • Proficient skills in Microsoft Office Suite. • Prior experience in a labor-relations setting preferred. • Able to deal with multiple priorities and competing deadlines. • A satisfactory equivalent combination of appropriate experience and education as determined by the NYS Office of Employee Relations. *Substitutions: four years of specialized experience or associate's degree and two years of specialized experience may substitute for bachelor's degree; J.D. or master's degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
