The Prince George's County Government Office of Homeland Security (OHS) is currently seeking qualified applicants to fill a permanent part-time Emergency Medical Dispatch (EMD) Program Coordinator (Compliance Specialist 4G) position, grade G27, within its Public Safety Communications (PSC) Division. This is an onsite permanent Part-Time public safety essential employee position. The individual must be able to work a minimum of 67 hours per two-week pay period. About the Position: This is technical, management, supervisory, and project management work overseeing compliance of the State of Maryland mandated Emergency Medical Dispatch (EMD) program, related education, accreditation standards, and 9-1-1 quality assurance standards within the Prince George's County's 9-1-1 Center. Incumbents coordinate with the OHS/Public Safety Communications Deputy Director, OHS/PSC Division Chief, 9-1-1 Specialists, the State and County Medical Directors, State EMD Coordinators and Emergency Medical Services providers to provide a variety of professional services to a diverse population. Candidates must have all required certifications and meet all State of Maryland COMAR Title 30, Subtitle 4 EMD Coordinator requirements at the time of application. About the Agency The Office of Homeland Security (OHS) was developed as a result of legislation passed in 2003. This new agency incorporated critical emergency response entities that were previously part of other agencies. Public Safety Communications (PSC), which included all County 9-1-1, emergency dispatch and radio system support, had been part of the Office of Information Technology and Communications (OITC). The Emergency Management Division (EM) was within the Fire/EMS Department. EM and PSC were combined under the leadership of the Deputy Chief Administrative Officer for Public Safety/Director of Homeland Security, forming the Office of Homeland Security. The legislation and resulting changes to the Charter, spelled out the separate and distinct missions assigned to EM and PSC. Examples of Work • Manages OHS/PSC quality control activities, such as testing, documentation, 9-1-1 and dispatch customer interfacing, presentations, planning, audits, reviews, assessments, and performance improvement plans. • Conducts independent verification and validation reviews and inspections of 9-1-1 Specialist process compliance requirements, EMD processes and procedures, and accreditation standards. • Plans, implements, and ensures compliance with the State of Maryland EMD program requirements in the Prince George's County 9-1-1 Center. • Develops and coordinates the OHS/PSC Law Enforcement and Fire/EMS Dispatcher Quality Assurance Program. • Coordinates with the Prince George's County, State of Maryland Medical Directors and the OHS/Public Safety Communications Deputy Director. • Serves as the subject matter expert regarding the International Academy of Emergency Dispatch (IAED) Emergency Medical Dispatch processes and procedures and other IAED Protocol processes and procedures. • Develops, coordinates and maintains the 9-1-1 Telecommunicator CPR (T-CPR) program within the Prince George's County 9-1-1 Center. • Serves on the Emergency Medical Dispatch-related interagency committees, task forces, commissions, and boards. • Assigns and performs IAED Quality Assurance reviews and maintains records in keeping with accreditation standards and state requirements. • Provides compliance reports regarding IAED Protocol compliance quality assurance in keeping with State requirements and accreditation standards. • Ensures EMD certification, recertification, and remedial training to 9-1-1 Specialists. • Provides 9-1-1 Specialist CPR certification, re-certification and instruction to 9-1-1 Specialists in keeping with required standards. • Implements systematic quality assurance reviews to provide confidence and the effectiveness of the 9-1-1 processes and confidence in the PSAP's effectiveness. • Coordinates with Technical and Operations Management staff regarding IAED Protocol software upgrades, related training requirements, and operational procedures to meet all accreditation and State EMD requirements. • Performs research to prepare reports on routine and difficult problems. Draft and prepare correspondence, statistical reports, and other written documents. • Willingly and cooperatively perform tasks and duties which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work. Qualifications
  • Bachelor's Degree in computer science, mathematics, business or public administration or a closely related field
  • At least three (3) years of experience in managing product or service testing, monitoring service levels, inspections, benchmarking, creating metrics, evaluations, IV&V, quality reports, auditing, assessments, quality control activities, interfacing with configuration management, release management, troubleshooting, problem resolution, data or information analysis
  • At least one (1) year of this experience above must have involved lead/supervisory duties supervising direct reports.
An equivalent combination of education, training, and experience may be considered. Please note there is no equivalency for supervisory experience. EACH APPLICANT MUST INCLUDE INFORMATION WHICH CLEARLY DEMONSTRATES THE ABOVE QUALIFICATIONS FOR THIS POSITION. Preferred Qualifications:
  • Must meet all requirements established by State of Maryland COMAR Title 30 EMD Coordinator requirements at the time of application, which includes: at least three (3) years of public safety call taking and call allocating experience (9-1-1 and dispatch), an EMD License, and experience in EMD education programs.
  • Minimum of three (3) years of experience processing 9-1-1 calls and dispatching public safety emergency calls for service to Police, Fire/EMS, and Law Enforcement agencies in a large, very busy 9-1-1 Center.
  • Five (5) years of experience in processing, performing, and evaluating emergency 9-1-1 calls in compliance with EMD, EFD, and EPD IAED Protocols Quality Assurance criteria.
  • Possess and maintain certifications in Emergency Medical Dispatch (EMD), Emergency Fire Dispatch (EFD), Emergency Police Dispatch (EPD), Emergency Medical Dispatch-Q, Emergency Fire Dispatch-Q, Emergency Police Dispatch-Q, Certified Telecommunicator Officer (CTO) Cardiopulmonary Resuscitation (CPR).
  • Certification as a Cardiopulmonary Resuscitation (CPR) Instructor.
  • Possess and maintain IAED Emergency Medical Dispatch (EMD) Instructor Certification to provide EMD training to 9-1-1 Specialists.
  • Expert knowledge of IAED Emergency Medical Dispatch, Emergency Police Dispatch, and Emergency Fire Dispatch trends.
  • Proficient knowledge of emergency medical services processes and procedures.
  • Minimum of two (2) years of experience in process improvement and auditing.
  • Excellent written and oral communication skills.
  • Proficient skill level in modern office equipment, computers, and applications, including Microsoft Word, Excel, PowerPoint, Adobe Acrobat Pro, as well as other software applications for data management, document preparations, and presentations.
  • Proficiency in the combined use of IAED AQUA software, NICE Logging Recorder Systems, VESTA 9-1-1 system, and Motorola Premier One CAD system to perform quality assurance analysis and create and submit ad hoc reports.
  • Minimum of five (5) years of supervisory or management experience.
