1. Maintain accurate, revised, and actual dates in Capital Assets Project Tracking Report (PTR) the EHRM Design Construction section located in the Department of Veterans Affairs file share.

2. Assist with EHRM Project contract(s) that shall include modifications, Independent Government Estimate (IGE), Statement of Work (SOW), and funding documents (2237s) in the EHRM Documentation Section located in the Department of Veterans Affairs file share.

3. Maintain PTRs per Healthcare Environment and Facilities Program (HEFP), Special Engineering Projects (SEP) Guidance, and Project Tracking Report User Guide.

4. Prepare all submissions accurately, correctly, and with professional grade quality. Submissions containing errors in calculations, grammatical errors, mistakes in formats or other qualitative deficiencies are unacceptable.

5. Provide comments to COR in writing, relative to all reviews for each project. Collect comments from all reviewing parties into summaries (this will generally be limited to CM and Architect/Engineer (A/E)). Transmit summaries together with all comments to COR. Include recommendations regarding approvals of re-design or potential future EHRM project design phase submissions.

6. Advise COR and A/Es on availability of long-lead time items.

7. Verify completed re-designs or potential future EHRM project designs comply with Government standards and scopes of work identified for the projects. Notify COR of any conflicts in the designs which cannot be resolved with A/Es.

8. Expeditiously analyze any shop and working drawings and advise A/Es on availability of labor and materials.

9. Advise A/Es of any defects, conflicts, ambiguities, discrepancies, or lack of clarity in contract documents, including the use of proprietary materials or processes.

10. Update all budgeted cost categories as necessary to maintain an accurate cost picture for the projects.

11. Provide review of monthly pay applications from GC to COR comparing the project budgets with current obligations, disbursements, cost projections for completing the projects and work completed vs work billed. Advise COR immediately whenever a cost category estimate is tending to exceed the funds budgeted.

12. If applicable, prepare initial and re-design schedules that include all A/E activities that incorporate the master schedules by the CM. A/E schedules shall be subject to the approval by the COR. The CM shall submit recommendations for acceptance or rejection of A/Es schedules to the COR.

13. Work with General Contractor, COR and A/E to update master schedules monthly (or as required) and submit approved revisions to COR no later than the 7th calendar day of each month. As necessary, notify COR and insert explanations to clarify changes from the original scheduling of activities to ensure that all parties have complete understandings of all activities to be accomplished.

14. If applicable, provide weekly reports to COR on the status of re-design and potential future EHRM Project designs. Reports should not exceed one page.

15. Assist COR with submittals that follow EHRM Project specifications and Department of Veterans Affairs Design Standards. Provide justification when submittal does not meet specifications or design standards to COR.

16. Monitor, review and provide recommendations on the EHRM Project construction progress schedules. Annotate progress schedules on a monthly frequency showing actual progress achieved and any delays in the schedules.

17. Review all requests and recommendations for changes in A/E and EHRM Project construction contract(s) and submit analyses to COR within five (5) working days of the effects on the current project scopes, schedules, cost controls, and levels of effort. Maintain approved completion times allocated for submissions completion of all work and submit to COR, together with recommended actions and supporting rationale. Recommend changes to EHRM project requirements when essential to constructability or other reasons.

18. Participate in conferences and other meetings as requested.

19. Create weekly reports summarizing daily inspections. Identify area of work, phase of project, tasks observed that are related to approved schedule, and percent complete.

20. Inspect work performed by General Contractors for conformity with the requirements of the EHRM Project construction contract(s).

21. Adjust report criteria as it relates to each project and per the direction of COR.

22. Monitor EHRM Project construction contractors' compliance with labor standards provisions and advise COR of any noncompliance.

23. Maintain list(s) of observed defects and omissions of ERHM construction contract. Provide copies of the list(s) to EHRM Project construction contractors and COR and whenever changes are made to the list(s), provide copies of those changes to EHRM Project construction contractors and COR.

24. Report on construction contractors' compliance with current safety regulations and standards.
