About the Position
Are you passionate about public service, consumer protection, and education? Join our team as an Education and Compliance Analyst (Functional Program Analyst 3) with the Compliance Unit at the Washington State Office of the Insurance Commissioner. In this dynamic role, you?ll play a key part in supporting the OIC?s mission to protect consumers and ensure a fair and efficient insurance marketplace.
As part of the Producer Licensing and Oversight Program, you'll evaluate and monitor insurance licensees and education providers, ensuring they meet rigorous statutory and regulatory standards. From reviewing license applications and background reports to auditing education courses and responding to compliance concerns, your work will directly support the integrity of the insurance industry in Washington State.

The duties of the position include, but are not limited to:
- Evaluate and analyze insurance education providers and licensee compliance
- Review background checks, license applications, and disclosures
- Approve or deny education providers, courses, and instructors
- Audit provider records and investigate complaints
- Recommend administrative actions and prepare legal referrals
- Conduct compliance reviews and special investigations
- Respond to inquiries from licensees, applicants, and providers
- Assist with licensing, renewals, and continuing education requirements
- Monitor and collaborate with the insurance testing vendor
- Participate in exam development and industry events
- Attend meetings and training
- Contribute to rulemaking, test development, and program documentation
- Support procurement processes and other assigned duties

Required Qualifications:
- Two (2) years of experience in one or more of the following:
- insurance regulatory examinations or audits, insurance professional licensing, investigations of insurance licensee's conduct, or insurance regulatory activities.
- Basic-level experience using Microsoft Word and Excel
- Experience analyzing, interpreting, and communicating compliance laws
- *An associate?s degree from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA) or foreign equivalent, involving major study in business administration, public administration, insurance administration or related field.
*Two years of relevant professional work experience in Continuing Education administration, creation, or review will substitute year for year for the formal education requirement.
If a degree or other credentials are listed, proof will be required prior to employment. University degrees must be recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA) or foreign equivalent. If a degree was awarded outside the United States, candidates must provide a credential evaluation report.
Preferred/Desired Qualifications:
- Knowledge of the Washington State Insurance Code, specifically RCW 48.17; and WAC 284 pertaining to the pre-licensing and continuing education requirements of insurance licensees and providers.
- An understanding of the insurance industry and lines of authority including life, disability, property, casualty, and limited lines. Knowledge of insurance education course content and outline procedures. Understanding of testing center procedures.
- Ability to multi-task and interact with professionals.
- Ability to work independently and devise own work processes.
