Make an Impact as an Early Learning Quality Initiatives ManagerTexas Rising Star (TRS) is the quality rating information system for the state of Texas. The Manager of TRS Quality Advancement will lead activities to support the growth and development of early childhood/ child care programs participating in the Texas Rising Star program, including advancement in the star rating certification and other quality ratings.   • Creates an annual budget, plan, and timeline of activities in collaboration with Director and program team to assist early childhood programs as they advance in the Texas Rising Star rating program and other quality certifications. Activities include but are not limited to professional development, curriculum awards, classroom equipment and materials, and expansion of infant and toddler care.
  • Regularly evaluate program effectiveness through surveys, interviews and other feedback tools. Analyze information from surveys, TRS Mentor Visits, and TRS Assessor visits to plan annual activities that support quality certifications and professional growth for early childhood programs.
  • Develop communication, application, and selection criteria for projects to ensure equal and fair access.
  • Seek out innovative projects and delivery methods to impact the quality of early education and child care within Dallas County and promote professional growth among early childhood programs .
  • Ensure all projects are compliant with purchasing/procurement requirements.
  • Document participation in all activities and evaluate outcomes and program effectiveness
  • Prepare reports for management and funders on a monthly basis and as needed.
  • Cultivate and manage various community partnerships with other organizations, agencies, etc. that contribute to the success of early childhood programs and coordinate activities to eliminate duplication and scheduling conflicts.
  • Responsible for compliance with all CCG policies and procedures including but not limited to EEO/Affirmative Action, ADA, Conduct, Conflict of Interest, Solicitation and Safety.
  • Attend community-based meetings and events.
  • Other duties as assigned.
Education and Experience
  • Bachelors Degree in Early Childhood Education, Child Development, or closely related field. Equivalent to graduation from a four-year college or university with major coursework related to the area of assignment and three years of experience within or related to the program assignment; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as listed above
  • Minimum 3 years' experience working in early childhood education programs, working with adult learners and diverse client populations.
  • 2 years' experience in program and project management, with comprehensive working knowledge of non-profit, government, or workforce program concepts, practices, and procedures preferred.
  • Experience working with quality improvement programs with a strength-based approach
  • Knowledge, understanding, and experience with quality rating tools such as Texas Rising Star and CLASS.
  • Demonstrated ability to lead , motivate, and supervise teams.
  • Ability to work collaboratively with others at all levels of an organization and work cooperatively as part of a team with colleagues and staff from different agencies.
  • Experience and capacity managing multiple projects and tasks simultaneously
  • Self-starter and self-motivated
  • Ability to handle pressure and work in a fast-paced atmosphere. Possess efficient organizational and time management skills.
  • Positive attitude, excellent interpersonal and active listening skills.
  • Ability to resolve complaints and problem solve successfully using resources.
  • Excellent computer and typing skills including proficiency in Microsoft Word and Microsoft Excel required.
  • Must have strong professional ethic and willingness to uphold and model the CCG Core Values – S.P.I.R.I.T.
  • Ability to maintain confidential information.
Equipment
  • Computer, telephone headset, fax, scanner and all general office equipment
Travel and Compliance
  • Must have a valid Texas driver's license
  • Driving record must comply with CCG's automobile insurance carrier requirements
  • Must haveliability insurance coverage and reliable personal transportation
  • Ability to travel locally or out of town as required
  • Mileage reimbursement is offered when applicable
  • Must successfully meet all compliance background check requirements for federal funding throughout employment
