Federally funded initiatives provide early childhood education and related comprehensive services for low-income parents and children, and children with special needs. Early Head Start (EHS) provides services in centers and in homes to prenatal parents and parents with infants and toddlers. Head Start (HS) serves children ages three through five and their parents to provide a head start for school success.
The Program Manager oversees the day-to-day management of the Early Head Start / Head Start Program, ensuring quality services are delivered to children and families in alignment with Head Start performance standards, federal, state, and local regulations. The Program Manager works closely with the Assistant Program Director to meet program goals, track outcomes, and maintain compliance with all regulatory requirements. This position will also be responsible for supervising and supporting supervisory and/or comprehensive services staff as assigned. This position is under the direct supervision of the Assistant Program Director.
Essential Duties:
1. Behave in a manner that supports the agency's mission and follows personnel policies and procedures.
2. Assist in the planning, administration, and oversight of assigned services and will monitor, and keeps the Assistant Program Director informed about the status of assigned programs and/or services.
3. Support the implementation and delivery of high-quality of early learning curriculum that promotes school readiness and aligns with Head Start Performance Standards and in conjunction with the Assistant Program Director, monitor and assess the quality of services to all children and families enrolled in the program.
4. Ensure assigned service areas are operating in a manner consistent with standards and guidelines established by funders, regulations, and the policies and procedures of the agency and program.
5. Responsible for monitoring and implementation of the following areas: eligibility, recruitment, selection, enrollment, and attendance of all children.
6. Provide leadership to the program staff and assumes all the responsibilities of a supervisor for the staff reporting directly to this position, including orienting and training new staff. Provide direct services to clients as needed, such as those families for who needs additional support; in conducting groups; and during the times when a staff member is on leave.
7. Ensure that program goals and objectives are met, including fiscal requirements, and that reports for accountability are submitted in a timely manner to the Executive Vice President.
8. Develop and maintain effective working relationships with funders, collaborators, state agencies, other service providers, and related groups, attending required trainings and meetings as appropriate and in collaboration with the Assistant Program Director.
Education/Training:
1. Bachelor's in early childhood education, child development, social work, psychology, or related field, required.
2. Two (2) or more years' experience working with children and an early childhood education setting, required.
3. Two (2) or more years' experience working in a community-based setting with children and families, required.
4. Two (2) or more years supervisory experience, required.
5. Director level qualified in accordance with PATCH Childcare Registry standards, .
