Timmons Group is currently seeking a Dry Utilities Manager to join our Urban Land Development Group located in our Raleigh, NC office. Civil engineering experience and dry utility construction experience are preferred. The qualified candidate must be able to perform all aspects of dry utility plan preparation and permit procurement.

The candidate must manage all aspects of dry utility plan preparation and permit procurement, including specifications, calculations, evaluations, design documents, cost estimates, and budgets related to the planning, design, permitting, and construction of dry utility systems (power, gas, telecommunications), primarily within Central Virginia.

The candidate should oversee the permit process with local utilities and provide consultation and recommendations regarding dry utility systems, processes, equipment, facilities, and construction methods to developers.

Essential duties and responsibilities include but are not limited to:

  • Design project portions using relevant office software, modeling, and Civil 3D technology.
  • Complete calculations using engineering formulas and skills or computer tools to solve problems.
  • Prepare specifications through research and manufacturing catalogs for materials, installation, inspection, and payment items specific to projects.
  • Develop design details and plan sets related to dry utilities.
  • Research and write objective summary reports used in project work or inspections.
  • Assist in preparing engineer and construction cost estimates.
  • Coordinate between utility owners, developers, and internal staff.
  • Perform field observation, inspection, and data collection as directed.
  • Perform other assigned tasks.

    • Skills and requirements include but are not limited to:

  • A bachelor's or master's degree in Civil Engineering or a related field (strongly preferred).
  • 4+ years of experience in land development civil engineering, including urban and dry utility system design, as well as commercial and mixed-use development.
  • Proficiency with AutoCAD Civil 3D.
  • Project management experience, including plan oversight and permit procurement.
  • Broad knowledge of local regulations, standards, codes, and engineering principles.
  • Strong teamwork, interpersonal, written, and oral communication skills.
  • Knowledge of NCOT Right of Way requirements.
  • Understanding of regulations and processes for utilities like Duke Energy, Dominion Energy, PSNC, Piedmont Natural Gas, Frontier Natural Gas, NC water and sewer utilities, and cable providers.
  • Good understanding of dry utility construction practices and relocations.
