Role Description
This is a full-time on-site role for a Staff Engineer/Program Manager at Eagle Horizon Group in the Pentagon, Arlington VA, and will provide expert advice, program and project management on critical Fiber Optic Submarine Cable (FOSC) programs, budgets, senior level coordination, system engineering tracking, and time-urgent decision support to the DoD CIO National Leadership Command Capabilities.
Specific tasks include:
Support to the Secretariat for the Council on Oversight of the National Leadership Command, Control, and Communications System (CONLC3S) and their senior governance body, the NLCC Senior Steering Group.Produce briefs and papers for National Leadership Command Capabilities (NLCC) office, U.S. Strategic Command's Senior Advisory Group, and the Congressional Budget Office.Produce transmittal packages for correspondence to Congress including reports in response to National Defense Authorization Act tasks.Produce response packages for Government Accountability Office audits of NC2/NC3.Review and provide comments on updates to various NLCC and NC3 documents, including DoD Directives (DoDD) and Instructions (DoDI), Chairman of the Joint Chiefs of Staff Instructions, U.S. Strategic Command Instructions (DoDI), and requirements documents.Qualifications
Program Management/Project Management experience.System Engineering, Decision Support, and Consulting skills, including 20 years of related experience in undersea cable, communications, cyber, electromagnetic, physical security, etc.Understanding of the Nuclear C3 Mission.Forceful communication, collaboration, and interpersonal skills.Knowledge in policy development, including the DoD Issuances Process.Technical expertise and analytical skills to support the annual NLCC, NC3 Reports to Congress, and update of the DoD Instruction for NLCC.Working knowledge of CATMS – the DoD computerized tasking and coordination system.Bachelor's or Master's degree in engineering, communications, project management.Military officer, senior enlisted, or highly skilled civilian engineer familiar with undersea cable materials, manufacture, routing, bathymetry, threat vulnerability, seabed protection, and challenges desirable.IEC 60092 series standards, testing, and regulations, etc, a strong plus.Ability to work on-site in the Pentagon.Please submit a cover letter and resume to [email protected]
