Job Location : Naples,FL, USA
Plans and directs the operations and activities of the Traffic Operations and Planning Division. This includes the design, maintenance, and operation of the county's Traffic Signal system; Street Lighting system (5,800 streetlights); Fiber Optic Network System (310 miles); Traffic Crash Analysis System; and Signing and Marking Program (25,000 signs). Manages the Collier County Traffic Management Center and develops sustainable traffic solutions. Evaluates traffic impact studies, access points, and planning of future roadways and improvements. Manages the In-House design team.
Plans, directs, and supervises operations and activities of the Traffic Operations, Traffic Engineering, and Transportation Planning sections of the Division.
Supervises, directs, and evaluates staff, addressing employee concerns, assigning work, counseling, disciplining, and conducting performance appraisals.
Develops, updates, and implements divisional policies and procedures, ensuring compliance with applicable codes, laws, regulations, standards, and policies.
Consults with County management and officials to review operations, resolve problems, and provide recommendations; submits summaries and makes presentations to the Board of County Commissioners as needed.
Develops and implements long- and short-term plans, goals, and objectives; evaluates needs for long-range programs to preserve infrastructure assets; assesses efficiency and effectiveness, and implements improvements; prepares work programs including capital improvements related to traffic signals.
Oversees division budget administration.
Prepares or reviews traffic studies, warrant studies, cost estimates, and other documents; reviews and approves communications as a Professional Engineer (PE).
Manages contracts with contractors, consultants, and vendors for traffic engineering services.
Designs roadway and signal modifications.
Develops and administers County traffic engineering projects, including signal or intersection projects; prepares cost estimates, project schedules, and budgets, including staffing, equipment, and materials.
Oversees development of sustainable traffic solutions for future growth.
Serves as program manager for the Advanced Traffic Management System; collaborates with MPO, County Commissioners, and Florida DOT for planning, funding, and implementation.
Responds to citizen inquiries and complaints regarding traffic issues.
Conducts and reviews traffic counts, speed studies, collision reports, and traffic volume studies; performs signal warrant studies.
Reviews county construction and contractor plans for compliance with standards.
Makes presentations and speaks on transportation issues as needed.
Bachelor's degree in Engineering required.
Eight (8) years of related experience.
Fingerprinting required.
LICENSES/CERTIFICATES
Must possess and maintain a valid Florida Professional Engineer (PE) license.
Must possess and maintain a valid Florida Drivers License with applicable endorsements.
Professional Traffic Operations Engineer (PTOE) certification preferred.
