The Diversion and Reentry Services section, within King County's Behavioral Health and Recovery Division (BHRD), administers programs at the intersection of behavioral health and criminal legal systems to support people in pursuing recovery and thriving in their communities. Our team directly manages multiple diversion programs for people with serious mental health and substance use conditions to avoid legal competency services and the State forensic mental health system. Additionally, we assist the State in local coordination for an array of programs implemented due to Trueblood et al vs. State of WA DSHS class action lawsuit and subsequent Contempt Settlement Agreement. BHRD partnered with the Housing and Community Development Division of DCHS to submit a response to an RFP to utilize fines collected by the federal court monitor from the settlement and requirements set forth to DSHS from the Trueblood Lawsuit. King County was awarded the funding which includes the funding for this position. At this time the funding/grant is for 5 years, This position is also expected to last 5 years. As such, the Diversion and Reentry Services (DRS) seeks a candidate with a combination of project management skills and knowledge of homeless housing services, behavioral health and/or criminal legal systems to support housing and service programs and provide system-level care coordination for individuals who have had multiple encounters with the forensic mental health system gain and maintain housing in King County. The DRS Program Specialist position will administer behavioral health and Trueblood housing program contracts, coordinate with an array of system partners, connect individuals to care, and assist housing and behavioral health providers in navigating and support to facilitate matching and successful housing move-ins for Trueblood Class Members navigating to housing resources. This will include partnering with other sections within BHRD, DCHS' Housing and Community Development Division, the King County Regional Homelessness Authority's Coordinated Entry System, and BHRD Phase V providers, including permanent supportive housing providers. Additionally, this role will convene care coordination for Class Members obtaining or maintaining housing with contracted housing providers and troubleshooting issues as they arise. This position will be supervised by the Competency Diversion Services Coordinator with the DRS team. RECRUITER: Annette Coleman, Job DutiesOversee Trueblood housing and service contracts and program activities while utilizing data to disseminate information. • Monitor contracts including conducting site visits, managing contract amendments, processing invoices and continuous quality improvement activities • Provide technical assistance to providers and remove barriers to support the delivery of high quality and effective services and access to resources • Manage projects including budget monitoring, tracking deliverables, and coordinating multiple project elements such as sub-contracts, data reporting and analysis, fiscal oversight, etc. • Assist in data management and report development, including drafting external and internal reports and correspondence Coordinate care for individuals across multiple systems and collaborate with various stakeholders and service providers. • Provide care coordination across behavioral health and housing continuums of care with other service providers for Trueblood Class Members navigating to or currently housed in contracted permanent housing units • Collaborate with multiple system partners and service providers, including KCRHA's Coordinated Entry, on developing process improvements related to system navigation and service access for Trueblood Class Members. • Navigate multiple databases and develop custom reporting and notification/tracking systems. • Assist in coordination with external partners with lived experience, housing partners along the continuum, tribal entities, behavioral health and homeless service providers, Trueblood contempt settlement agreement programs, and other concerned partners Develop and present behavioral health and Trueblood housing program materials while centering equity and social justice. • Work with program partners to develop trainings, materials, and presentations representing behavioral health and Trueblood housing services. This will include public speaking. • Integrate an equity and social justice framework into program duties and communications • Perform other related duties as assigned, including tasks supporting the overall work of the Diversion and Reentry Services (DRS) section.
