Position Title: Chief Technology Officer

Location: District Office

Pay Grade: Salary - Exempt Retirement: RSA

Reports To: Superintendent Contract Work Year: 240 Days

Minimum Qualification: Bachelor's Degree or higher; experience in the IT field may be used in determining qualifications, at the discretion of the Superintendent. Strong knowledge of curriculum; ability to communicate effectively; strong organization skills.

Goal: Maintain a continuing and systematic process for improving technology at all levels by coordinating the efforts of all instructional personnel, and develop a system of continued assistance and educational improvement for employees of the Guntersville City Schools.

Duties and Responsibilities:

  • Manages the planning, implementation, installation, and operation of information communications infrastructure systems and end-user devices.
  • Oversees networks and system-designed information technology.
  • Consults with management to analyze computer systems needs for management information and functional operations, to determine scope and priorities of projects, and to discuss system capacity and equipment acquisitions.
  • Recommends and develops plans for hardware and software purchases, budget, and staffing.
  • Manages and communicates E-Rate applications/requirements.
  • Maintains effective technology standards within schools and school system.
  • Prepares budget reports as related to the Technology Department for the Board of Education.
  • Develops, implements, and monitors management information systems policies and controls to ensure data accuracy, security, and regulatory compliance.
  • Plans and directs the school systems' internal and external technology processes.
  • Participate in the selection, training and evaluation of Technology Department employees.
  • Provides support to end users in the selections, procurement, usage, and maintenance of software programs and hardware.
  • Establishes procedures of technology and equipment inventories and coordinates with the Chief Financial Officer regarding related record keeping.
  • Works with school administrative staff in implementation of school level technology initiatives.
  • Reviews operating results of the system as related to technology, compares them to established objectives, and takes steps to ensure that appropriate measures are taken to correct unsatisfactory results.
  • Identifies user needs and directs the technology department to work across all levels of the school system.
  • Creates technical budgets, allocates resources, and determines the schedule of project deadlines.
  • Negotiates and contracts with consultants, technical personnel, and vendors for services and products related to technology.
  • Develops, maintains, and tests disaster recovery plans as they relate to technology.
  • Manages all technology related funding sources.
  • Analyzes, interprets, and administers laws and regulations relating to technology as it relates to the school system.
  • Implements general policy decisions into effective plans of action as related to technology.
  • Establishes current and long-range technology related objectives, plans, and policies, subject to approval by the Board of Education.
  • Creates a technical vision of the school system and plans for implementation of new technical projects.
  • Establishes and maintains effective working relationships with others.
  • Manages computer operation scheduling, backup, storage, and retrieval functions.
  • Established and maintains an effective communications system throughout the organization.
  • Explores new technologies for future planning and potential implementation.
  • Meets schedules and timelines.
  • Serves as primary school system spokesperson for information management.

Work Experience Requirements:

  • Effective written and oral communication skills.
  • Minimum of three years supervisory experience.
  • Constant use of computers, monitors and keyboards.
  • Ability to supervise others to maximize efficiency
  • Ability to work without direct supervision
