WORK OBJECTIVE:Oversees the direction, planning, and organizational functions for NFTA's Surface Transportation Business Group, including public transportation administration and operations; equipment and vehicle maintenance and procurement; and financial planning and administration. Work is performed with considerable independent judgment under broad administrative direction.ESSENTIAL FUNCTIONS:

Provides leadership to the operations, administration, planning development, marketing communications, and business development functions of the Surface Transportation Business staff.Provides coordination and leadership for relations with all private and government organizations, agencies, and individuals involved with or affected by NFTA's Surface Transportation Operations.Directs overall Surface Transportation Business Center operations to ensure optimal mobility for the public via traditional and non-traditional transportation services.Develops, implements, and monitors long-term plans, goals, and objectives aligned with the Authority's mission and priorities.Plans, directs, and coordinates public transportation and equipment maintenance services; develops comprehensive plans for future service needs; develops and implements transportation capital improvement programs.Prepares and administers the budget for the Transportation Business Group, including financial planning and securing revenue sources to ensure eligibility for local, state, and federal funding support.Manages and directs the development, implementation, and evaluation of plans, policies, and procedures related to public transit and equipment maintenance to meet annual goals and standards.Promotes good communication and improves service to transportation system users.Plans, organizes, directs, and evaluates the performance of managers and staff, providing mentorship for improvement and development.Monitors industry developments, evaluates their impact, and implements policy and procedure improvements.Evaluates legislation affecting transportation funding and regulatory compliance, ensures compliance, and advocates the Authority's position before legislative bodies.Establishes performance requirements and personal development goals; takes disciplinary actions as needed.Leads efforts to develop and retain competent staff through effective management practices.Advises the Board of Commissioners, governmental agencies, regulatory boards, and public groups on projects and improvements.Participates in industry organizations and committees as appropriate.KNOWLEDGE, SKILLS, and ABILITIES:
Extensive knowledge of managing municipal transportation systems, route design, hazard and safety procedures, and regulatory compliance. Skills in strategic planning, developing transportation plans, analyzing complex issues, and building consensus. Ability to communicate effectively, develop support, and foster positive relationships with stakeholders. Strong leadership, management, and judgment skills are essential.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS:
Tasks involve exerting light physical effort, including lifting and carrying objects of 5-10 pounds. Work is performed in typical office conditions with rare exposure to environmental factors.
MINIMUM QUALIFICATIONS:
Bachelor's degree in Business Administration, Transportation, Engineering, or a related field, and ten (10) years of progressively responsible professional executive transportation experience demonstrating strategic planning and program implementation skills.
