Title of Position: Program Director

Reports to: Assistant Vice President, Transitional Housing

FLSA Status: Exempt

Salary: Up to $90,000 per year

Positions reporting to this position: Social Service Supervisors, Housing Coordinators, and Administrative Assistants

Purpose of the Position

The Program Director is responsible for the day-to-day management of a transitional family residence serving families with children. The Program Director will ensure that the residence operates in accordance with the guidelines identified by the NYS Office of Temporary Assistance (OTDA), the NYC Department of Homeless Services (DHS), and Win.

Responsibilities:
  • Supervise the program's multi-disciplinary team, including Social Service Supervisors, Housing Coordinators, Case Managers, and Administrative Assistants.
  • Coordinate services provided by Employment Specialists, Child Care staff, and Recreation staff to ensure an integrated service plan addressing the needs of each shelter and the primary goals of the transitional housing program.
  • Provide coaching, training, and staff development to all staff in accordance with Win's policies and procedures.
  • Ensure new staff are familiar with program procedures and goals promptly.
  • Consult with Win's Human Capital Department for all staff performance concerns.
  • Champion and model the use of Evidence-Based Practices (EBP), Trauma-Informed Care (TIC), and Motivational Interviewing (MI).
  • Model the use of EBP for staff and peers.
  • Monitor the Client Assistance and Rehousing Enterprise System (CARES) database along with the Social Service Supervisor for timely documentation.
  • Train and support staff in their use of EBP with clients, utilizing EBP to meet and exceed program goals.
  • Ensure timely and quality performance evaluations for all staff, in line with Win's policies.
  • Establish linkages with community agencies for services required by shelter residents, including medical, mental health, substance abuse, and child welfare services.
  • Monitor the program's effectiveness in achieving goals related to permanent housing, employment, and family stability.
  • Develop and implement procedures and policies to ensure quality service provision.
  • Participate in security and maintenance of the program environment, ensuring safety and health standards are met.
  • Manage procurement processes, including co-authorizing purchase orders and overseeing expenditures in compliance with policies.
  • Manage petty cash and metro cards according to policies.
  • Participate in community organizations and serve as a liaison with community members, including attending Community Board meetings.
  • Represent the agency at meetings, conferences, and public hearings.
  • Establish a Community Advisory Board comprising staff, community members, NYPD, and local representatives, meeting quarterly.
  • Participate in staff hiring processes.
  • Perform other related duties as needed.
Essential Functions:
  • Be on call 24/7.
  • Ascend/descend stairs in the assigned building.
  • Travel to offsite meetings and trainings across New York City.
Qualifications:
  • Commitment to Win's mission, vision, and values.
  • MPH, MSW, or MA in Health/Social Services required.
  • At least five (5) years of experience in human services, including three (3) years in a supervisory role managing budgets and staff.
  • Knowledge of EBP, MI, and TIC.
  • Ability to manage boundary setting and cultural reflexivity.
  • Outstanding customer service skills.
  • Ability to maintain composure under stress.
  • Excellent organizational and communication skills, both written and verbal.
  • Effective interaction with clients and staff in the residence.
  • Knowledge of CARES is a plus.
  • Strong computer skills, including MS Office and Outlook.
  • Willingness to be on call 24/7.
  • Bilingual in English/Spanish is a plus.
