Job DetailsJob Location Hazel Atlas - Wheeling, WV DescriptionJob Summary: The Director of Residential Services has programmatic and administrative leadership of Youth Services System's residential programs (emergency shelters, detention, and transitional living) including but not limited to regulatory and legal compliance, standards, and program administration. This position ensures that the agency's residential programs provide a high-quality, trauma-informed, and ethical treatment environment for the persons served. Director of Residential Services Duties and Responsibilities:
  • Provides direction, support, and technical assistance to residential Program Managers and helps them establish goals and outcomes for their staff and programs to ensure the delivery of quality program-related services.
  • Maintains compliance with all agency policies and procedures, licensing and regulatory requirements, and CARF standards applicable to residential services.
  • Collaborates with the Director of Quality Improvement & Assurance to establish performance measures for the residential programs and monitors progress toward these measures.
  • Works closely with the Clinical Supervisor to review treatment and service plans, safety plans, and other client documentation on at least a quarterly basis to ensure that plans are person-centered and meeting all CARF standards.
  • Partners with Human Resources to review job descriptions, interview and hire new residential staff, and make recommendations for promotions and/or terminations.
  • Works with program managers on progressive discipline and ongoing performance management of their staff.
  • Ensures that all residential staff are properly oriented and trained in mandatory trainings provided through Relias and on-site and works with Human Resources staff to coordinate orientation and onboarding efforts.
  • Facilitates Crisis Prevention Institute (CPI) and CPR/first aid training for all required agency staff.
  • Works with Chief Program Officer, the Director of Quality Improvement & Assurance, and Program Managers to develop in-service trainings for residential staff that address areas of improvement identified by the state or internal parties and topics that need to be discussed on at least an annual basis.
  • Ensures the timely preparation of all required documentation, grant applications/amendments/renewals, and other materials related to program continuance.
  • Maintains working relationship with applicable licensing and regulatory entities as well as any funders.
  • Works with the Chief Financial Officer to prepare and monitor the budget for each residential program.
  • Identifies potential new revenue sources in collaboration with the Director of Development.
Director of Residential Services Required Skills/Abilities:
  • Active, working knowledge of trauma-informed care, adverse childhood experiences (ACEs), positive behavior support, human development, mental health and substance abuse issues.
  • Awareness of social service, educational and legal system as it pertains to our population of focus.
  • Knowledge of laws and regulations governing residential services in West Virginia.
  • Ability to train and mentor staff both informally and through performance management structures.
  • In-depth understanding of 24-hour residential facilities (e.g. their staffing needs).
  • Excellent time management/organization skills.
  • Excellent conflict resolution and problem-solving skills.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal skills.
  • Ability to work independently and be self-motivated.
  • Comfortable with technology like Zoom and Microsoft Teams.
  • Ability to be a team player and work with diverse populations.
Director of Residential Services Education and Experience:
  • Requires a master's degree in social work, counseling, behavioral health, or human/social services. Be eligible for WV licensure in related field.
  • Minimum 5 years of experience in a supervisory, leadership role serving a similar population, preferably in residential treatment.
  • Must have valid driver's license and proof of automobile insurance as required by law.
