Job Title: Director of PreconstructionLocation: Kansas City

JOB SUMMARY

This position leads the vital preconstruction and estimating functions of the Fleming Steel Erectors (FSE) division of The Fleming Construction Group (FCG), reporting to the FSE GM. This leadership role balances our employee interests with the interests of our customer and company, assists with sales and ensures that all of the above is done in the context of total customer satisfaction.

  • This position works in close coordination with business development, operations, finance, safety, and Human Resources.
  • Organize and manage a centralized cost database and a formal process to support cost estimating to ensure historical data utilization.
  • Collects and analyzes data in order to estimate the time, cost, materials, equipment and labor required to supply and erect steel solutions for general contractors nationwide.
  • Help maintain a directory of suppliers, contractors and subcontractors.
  • Contribute special individual skills and trade knowledge to the sales and business development efforts to convert prospects and fulfill project requirements.
  • Evaluate client needs and provide potential solutions meeting budgetary, safety, code compliance, and constructability requirements.
  • Performs conceptual estimating and/or budgeting for value engineering opportunities.
  • Reviews and analyzes specifications, plans, bid manuals, and technical documentation to prepare time, cost, materials, and labor estimates.
  • Authors project specific proposals, on time, outlining specific scopes of work with detailed inclusions and exclusions as required to clearly communicate with the client.
  • Solicits subcontractor bids where necessary. Review and analyze subcontractor bids for conformance with the bid requirements and resolve any conflicts with the subcontractor prior to submission of the final estimate.
  • Solicits, analyzes and compares pre-engineered building, conventional and miscellaneous steel proposals that meet all project requirements to determine best fit for each project opportunity.
  • Works with operations teams to create and/or review preliminary construction schedules for use in bidding opportunities and solicitations for subcontractor quotations.
  • Conducts project turn-over meetings for awarded projects with the project team and VP of operations to communicate all facets of the project leading up to the project award, discuss potential challenges or specific areas of concern, and develop a plan for any required buy-out.
  • Coach, encourage, motivate, and teach others within the organization, and utilize employee recognition and motivation techniques as best suited to individual employees.
  • Works occasional evenings, weekends, or overtime as needed for special projects.
JOB ACCOUNTABILITIESBUSINESS DEVELOPMENT PHASE
  • Support and participate in business development opportunities when needed by providing the trade knowledge, preliminary cost input, communication of best practices, and constructability needed to validate the FSE abilities and convert leads into opportunities.
  • Assist in solicitations as required to promote FSE; solicitations could include past clients and prospective new clients.
PRECONSTRUCTION PHASE
  • Filter potential bid opportunities to determine if the potential project is a fit for FSE capabilities, current obligations, risk tolerance, and long-range plan.
  • Review estimates and budgets performed by the estimator/estimating team for accuracy and completeness.
  • Review proposals/scopes of work performed by the estimator/estimating team for accuracy and completeness.
  • Review and provide recommendations for required edits to contracts between GC and FSE.
  • Assist with the review and/or creation of preliminary construction schedules for use in bidding opportunities and solicitations for subcontractor quotations, where necessary.
  • Review/approve subcontract language prior to issuing and after review by the project manager.
  • Assist the project team in developing the detailed project schedule.
  • Assist the project team in developing general and site-specific jobsite security plans.
  • Review projects to become familiar with job specific requirements for staffing, general conditions, techniques, and scheduling.
  • Lead project turn-over meetings and provide input regarding potential challenges or specific areas of concern.
  • Review the Job Cost Budget with the project team.
CONSTRUCTION PHASE
  • Review progress and cost on a regular basis identifying current and potential problems.
  • If needed, review change orders on owner contracts, subcontracts, and purchase orders.
  • Assist in mediating, negotiating and/or settling significant back charges or claims.
ENTITY MANAGEMENT
  • Assess personnel needs or modifications.
  • Lead performance reviews, salary reviews, professional development and training.
  • Assist in developing and implementing long range plans and action plans for FCG.
  • Involved in hiring/termination and employee discipline processes.
  • Issues and tracks employee write-ups.
  • Ensure FCG policies are implemented and followed on project sites.
OTHER
  • Clarifies or researches issues as necessary.
  • Advises on company policies and procedures and agency laws and regulations.
  • Identifies problems and interacts with internal and/or external contacts to correct deficiencies.
  • Suggest ways to reduce costs, enhance revenues, and improve profits.
  • Performs other related duties as assigned or requested.
  • Travel is required at times for this position.
JOB QUALIFICATIONS
  • Minimum Education: Bachelor's Degree in Structural Engineering or related experience.
  • Professional Engineer preferred.
  • Minimum Experience: 7-10 Years.
  • Field-of-Expertise: Knowledge of accepted construction management principles.
  • Skills: Experienced in preconstruction, estimating, construction project management, set priorities and meet deadlines, excellent organizational abilities, presentation skills, strategic planning/thinking, business acumen, good oral and written communication, solid fiscal management skills, software and technology skills, good leadership skills, effective problem solving skills, ability to work with limited supervision, and ability to establish and maintain effective working relationships with co-workers, consumers, and other service providers.
PHYSICAL/ENVIRONMENTAL DEMANDS
  • Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this position, simultaneous and repetitive use of the hands, wrists, and fingers is sometimes required. Movements such as stooping, twisting, bending, reaching, crouching, and handling are required. The employee is frequently required to stand, walk, climb, balance and reach with hands and arms. Frequent lifting and moving of up to 10 pounds is required.
  • Environmental Demands: The employee is typically in an office environment of conditioned heat and cooling. However, the employee is occasionally exposed to a variety of extreme conditions at construction sites. The noise level on job sites may be high.
