Description
Primary Functions
Under the direction of the General Manager, this position will direct, plan organize, manage, and supervise all operations departments including Distribution, Wastewater, Valve/Locate and Land Maintenance, while supporting and complying with all rules and procedures outlined in the Policy Manual, the Employee Handbook and applicable state and federal regulations.
Essential Functions
- Implement best operating practices to promote continuous improvement and innovation in day-to-day operations. Develop operations strategies and direct and manage the field operations and production for water and wastewater operations within an operational area. Provide strategic and operational input to annual business plans, control budgets for responsible areas, and ensure that operational and financial targets are met or exceeded.
- Establish, maintain, and continuously improve the health and safety culture within an operational area. Create an environment of accountability and implement high performance safety programs, including the provision of resources, time, equipment, and training.
- Lead, motivate and develop staff in assigned operations areas. Build shared commitment to improving business performance and develop both individual and team capabilities. Drive performance by linking business units' objectives to company goals and values. Communicate a shared vision, energize, and empower staff.
- Develop programs, train, and supervise employees, including supervisory personnel, to perform the duties of maintenance, construction, and repair of water, sewer, and other infrastructure.
- Work with the engineering staff to develop the strategy and priorities for capital investment programs and drive the effective implementation of such programs.
- Approve requisition of needed supplies for the Department of Utility Operations and oversee maintenance of a variety of records relating to personnel, equipment, and supplies.
- Contributes to the development of the District's strategic goals and objectives. Develops, tracks and reports on Key Performance Indicators (KPIs) and evaluates progress against goals and targets.
- Perform other duties as assigned and as needed.
Requirements
GENERAL REQUIREMENTS:
- *Staff level position that reports to the General Manager or (Assistant General Manager)
- Must meet residential policy requirements of a 45-minute response time to Consolidated Utility District's main office and maintain that residency status as a condition of their employment.
- Good knowledge of Rutherford County, or ability to learn quickly.
KNOWLEDGE/EDUCATION AND EXPERIENCE REQUIRED:
- Minimum qualifications include a bachelor's degree from an accredited college or university, with a major in Management, Business Administration, Science, Operational Management, Engineering, or a related field.
- or the combination of another degree and a minimum of ten (10) years of progressively responsible, professional experience in a water and/or wastewater utility environment, at least five (5) of which include working in a management / supervisory capacity.
- Experience must include managing budgets and asset management systems, implementing process improvements and efficiency initiatives, working with general public, agencies, communities and other external organizations.
- Must possess, or be capable of obtaining, a valid Tennessee driver's license
- Must possess or be capable of obtaining Grade II Distribution System Operator certification.
SKILLS/ABILITIES REQUIRED work characteristics, behaviors, leadership abilities, etc.:
- Must have Professional presentation and interpersonal skills over the phone and in person to interact and communicate with individuals at all levels (Internal & External).
- Ability to work with all levels of internal management and staff, outside clients & vendors.
- Strong computer and Internet research skills. Must have knowledge of a variety of computer software applications in asset management, spreadsheets, database, and presentation software.
- Read, write, and communicate using English language sufficient to perform job functions
- Must maintain confidentiality of all matters.
- Must have initiative and be resourceful in problem solving.
- Ability to organize, multitask, prioritize, and work under pressure. Work requires continual attention to detail.
- Self-motivated, requiring minimal supervision.
- Must possess vision sufficient to read materials encountered in the course of work; hearing sufficient to comprehend conversations in person and over the telephone; speech sufficient to make oneself heard in person, in front of groups, and over the telephone; mobility to move around in an office setting, attend meetings, and visit field sites as necessary, and enter, exit, and operate a motor vehicle; dexterity sufficient to operate standard office equipment and other equipment necessary to perform the functions of the position; strength sufficient to lift and carry materials encountered in the course of work weighing up to 25 pounds; endurance sufficient to maintain efficiency throughout an entire work shift.
- Ability to respond to emergencies 24/7/365 as needed.
PHYSICAL DEMANDS: physical demands under which the job is performed:
Intermittently sitting, standing, walking, or stooping; Frequent lifting of light objects; Occasional lifting of light objects (less than 25 pounds); Occasional lifting of objects weighing 25 to 50 pounds.
WORKING CONDITIONS: normal or usual conditions where work is performed:
Work is performed in office and field setting with moderate to loud noise, dust, dirt, grease, and occasional outside elements.
