Job SummaryThe Director of Operations and Contracts Administration will play a key leadership role at Settlement Housing Fund (SHF), supporting day-to-day operations and overseeing grants and contracts administration. Reporting to the Chief Operating Officer, this generalist role will serve as a central resource to ensure smooth functioning across core operational areas, including HR, IT, facilities, and finance, and help drive cross-functional projects and process improvements.The ideal candidate brings a mix of strategic thinking and hands-on execution, with proven experience in grants/contracts management and a deep understanding of organizational operations. They are collaborative, adaptable, and energized by building efficient systems that support mission-driven work.This role supervises the Office Manager, who supports facilities and general office management, and may oversee additional administrative staff or interns as needed.Key ResponsibilitiesOperations ManagementStrategic Operations & Executive Support

  • Serve as a key partner to the COO and the President, supporting daily operations and the development and execution of annual work plans, organizational priorities, and strategic initiatives.
  • Identify and lead process improvement initiatives to increase organizational effectiveness and efficiency.
  • Manage budgeting, monitoring, and tracking for operations-related functions and special initiatives.
Operations Coordination
  • Collaborate with department leads—including Real Estate Development, Asset Management, Affordable Housing Marketing & Compliance, Resident Engagement Services, and Legal—to support operational alignment and execution.
  • Coordinate closely with HR, IT, and Fiscal teams to ensure effective delivery of core administrative services.
  • Oversee facilities management needs, including space planning and acting as liaison with landlords.
  • Support operational planning for internal systems, technology upgrades, and other service functions.
  • Partner with HR and internal teams to plan and support staff-facing initiatives and events (e.g., all-staff meetings, retreats, celebrations).
Project Management
  • Lead or support cross-functional projects from planning to implementation, ensuring alignment with organizational goals and stakeholder needs.
  • Define project scopes, timelines, and deliverables; assign responsibilities and manage resources.
  • Develop and maintain detailed project plans, budgets, and tracking systems to monitor progress and support data-informed decision-making.
  • Ensure effective communication with project stakeholders and provide regular updates to the COO.
Grants and Contracts Administration
  • Collaborate with the Director of Development and Grant Writer to support the submission of competitive grant proposals and ensure timely execution of contracts.
  • Oversee full lifecycle administration of government and private contracts, from award through close-out, ensuring compliance with contract requirements and preparation for internal and external audits.
  • Develop and maintain internal systems to monitor contract financial performance and track expenditures, billing, and compliance milestones in collaboration with department heads; identify challenges and recommend solutions to ensure timely and appropriate spenddown of funds awarded.
  • Manage centralized access to government agency portals, ensuring required documentation is up to date.
  • Produce regular management reports that provide fiscal and programmatic updates, including budget vs. actuals, billing progress, and variance explanations.
Budget Oversight & Financial Compliance
  • Collaborate with the COO, Fiscal team, and program leaders on the development of annual budgets, multi-year budgets, and grant/contract-specific budgets.
  • Ensure alignment between contract budgets and actual expenditures, working with relevant teams to track progress, manage variances, and maintaining fiscal discipline.
  • In coordination with the CFO and the COO, monitor budget adherence across operations and contracts, proactively addressing potential overspending or underspending.
  • Design and implement tools that support proactive budget monitoring, especially for time-sensitive government and philanthropic funding sources, to support department heads with financial forecasting and spenddown strategies.
  • Partner with fiscal and program leads to ensure timely and accurate billing, reporting, and financial documentation in line with internal controls and funder requirements.
  • Identify opportunities for cost savings, reallocation, and strategic use of grant funds.
