With commitment to advance anti-racist public health practices that dismantle systems that perpetuate inequitable power, opportunity and access, the NYC Health Department continues to work in and with communities and community organizations to increase their access to health services and decrease avoidable health outcomes.Program And Job DescriptionThe Bureau of Community Awareness, Action, Response, and Engagement (BCAARE) engages and supports community action to learn from community members experiences and expectations to develop and disseminate behavioral health linkages and supports for wellness, and for preparing for, and responding to local and widespread events and emergencies. The bureau invites and includes peer perspectives to integrate equitable access to behavioral health across sectors and settings.BCAARE is organized into six offices including Behavioral Health Emergency Preparedness and Response, Community Engagement and Training, Consumer Affairs, Data Aggregation, Translation and Analytics, Policy and Planning, and Operations. Key programs, initiatives, and collaborations include Connections to Care: Building Resilience for Youth, Community Covid Conversations (3C), NYC Project Hope, Resilience and Emotional Support Team (REST), and the Mayors Subway Safety Plan.DutiesReporting directly to the Assistant Commissioner, Director of Operations will oversee and coordinate all operational activities for the bureau including overseeing the operating budget, all procurement and contracting activities, human resources functions, travel and general administrative operations. Other Duties include but not limited to:Support the operational needs for the Bureau and helps address office and administrative needs, to ensure smooth operations at all times.Oversee the processing of all of the Bureaus contracts and payment of invoices.Work collaboratively with the Divisions contracts office to ensure processing of contract actions within prescribed timelines.Participate in formulating policies, planning operations, developing and directing resource usage and coordinating the analysis and evaluation of program effectiveness.Liaise with and develop strong relationship with Mental Hygiene Administrative team, leadership, and the agency administrative team.Provide direct supervision to Office of Operations staff.Evaluate, analyze, and report on key initiatives with specific attention to successes, challenges, and use of resources.Collaborate with the central administrative team to design and implement a coordinated and seamless approach to serve the Bureau.Review, track and manage bureau contracts, tracking budgets and funding allocations.Manage administrative hiring process for all bureau of mental hygiene staff; including on-boarding requirements and trainings.Seek out opportunities to improve the contracting process within the Bureau.Coordinate all contract budget actions, including updating state and city budget records, working with central admin staff.Manage the Bureaus operating budget, special initiatives, grant budgets, and all procurement actions in coordination with the central admin team.Ensure programmatic compliance with mandatory DOHMH standards, policies, and procedures.Develop, maintain, and distribute BCAAREs administrative reports.As assigned, liaise with other City agencies and manage external affairsSpecial projects and other duties as assigned by the Assistant Commissioner.IMPORTANT NOTES TO ALL CANDIDATES:Please note: If you are called for an interview you will be required to bring to your interview copies of original documentation, such as:A document that establishes identity for employment eligibility, such as: A Valid U.S. Passport, Permanent Resident Card/Green Card, or Drivers license.Proof of Education according to the education requirements of the civil service title.Current ResumeProof of Address/NYC Residency dated within the last 60 days, such as: Recent Utility Bill (i.e. Telephone, Cable, Mobile Phone)Additional documentation may be required to evaluate your qualification as outlined in this postings Minimum Qualification Requirements section. FINAL APPOINTMENTS ARE SUBJECT TO OFFICE OF MANAGEMENT & BUDGET APPROVALMinimum QualificationsA baccalaureate degree from an accredited college and four years of full-time, satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, business or public administration, contract community relations, or related fields; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel performing work in program evaluation, contract negotiation/management, business or public administration; orA four year high school diploma, or its equivalent, and six years of full-time, professional, technical or administrative work experience in one or more of the fields cited above; at least eighteen months must have been in an administrative, managerial or executive capacity, or supervising professional personnel as described in 1 above; orA satisfactory equivalent of education and experience as cited above. However, all candidates must have the eighteen months of administrative, managerial or executive experience or experience supervising professional personnel as described in 1 above.Preferred Skills3 years supervisory experience and success creating productive teams.
