Director Of Investigations And Compliance

The NYC Department Of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system's 2,000 square mile watershed that extends 125 miles north and west of the city. The Director Of Investigations And Compliance will be responsible for managing the Agency's investigative and compliance programs under the New York City Equal Employment Opportunity (EEO) Policy and related law. This role will directly oversee the Agency's internal complaint investigations and EEO related compliance, as well as its diversity, equity and inclusion (DEI) strategies for fostering a compliant, inclusive, and equitable work environment. Job Tasks / Duties: - Direct and manage all internal investigations alleging discrimination, harassment, or retaliation in violation of the EEO Policy, including the intake, tracking, and resolution of these complaints. - Recommend corrective actions and systemic changes based on investigation findings, and manage related training and remedial measures. - Direct and manage the Agency's EEO-DEI compliance requirements and best practice initiatives/ strategies. - Develop and implement policies, procedures, and training regarding workforce adherence to EEO-DEI law, related mandates, and best practice standards. - Manage the EEOD Office's response to requests for EEO records and related audits. - Supervise and train a team of investigators and related staff. - Prepare and present regular reports to executive leadership regarding investigation trends, outcomes, areas of risk, and risk mitigation recommendations. - Collaborate with HR, Legal, and other departments to ensure compliance-driven, comprehensive, and practical resolutions/outcomes. - Stay current on changes in laws, regulations, and best practices in EEO compliance, workplace complaint investigation

Minimum Qualifications

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work. Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

Preferred Skills

Experience: - 710 years of progressively responsible experience in workplace investigations, EEO compliance, employee relations, or other compliance or regulatory environment. - At least 3 years in a supervisory or management role. - Demonstrate expertise in EEO laws and regulations. - Experience managing complex investigations. Skills: - Strong analytical, investigative, and report-writing skills. - Ability to handle sensitive and confidential information with discretion. - Excellent interpersonal and communication skills. - Skilled in conflict resolution and restorative practices. - Ability to lead, train, and mentor personnel. Certifications (preferred): - Certified EEO Investigator (e.g., from the EEOC Training Institute, Cornell University ILR School) - SHRM-CP/SCP or other HR/compliance certifications
