Job Summary This pivotal position is responsible for advancing the College's goals and enhancing student success outcomes through the research collection, analysis, and dissemination of institutional data. The incumbent will lead efforts in the effective use of institutional data for goal setting, assessment, and planning with an emphasis on continuous improvement and operational efficiency. Nature of Work The Director of Institutional Effectiveness is responsible for gathering data, organizing, preparing reports, interpreting and analyzing data and statistics and related functions to improve the data analysis for college leadership, academic support units, state and federal agencies and other stakeholders. Primary duties include research, compilation, analysis, interpretation and communication of all data needed to inform planning and resource management decisions. Distinguishing Characteristics Performs other functions as required or assigned. Also complies with all Policies and Standards. JOB DUTIES AND RESPONSIBILITIES: The Director of Institutional Effectiveness reports directly to the Vice President of Academic and Student Affairs and is responsible for oversight of institutional effectiveness. The director works with functional departments and College administration, faculty, and other constituents in the areas of assessment, planning and reporting. The director will support College leadership in ensuring the efficient application of sanctioned procedures, and processes.

  • Creates, maintains and disseminates reports to fulfill recurring data needs for internal and external reporting requirements.
  • Produces tables, graphs, dashboards and narrative analysis of data to display and summarize college data easily, such as student tracking and enrollments.
  • Conducts institutional research and benchmarking studies that support the College's academic programs, total quality management initiatives and institutional decision-making using appropriate research methodologies and analytical techniques.
  • Manage internal and external data requests; continuously reviewing factors affecting data reliability, procedural integrity and coding accuracy.
  • Assist in the strategic institutional planning process, serving as a central resource for institutional data and indicators.
  • Promote a culture of evidence-based decision making and continuous improvement across the college.
  • Support the development and monitoring of key performance indicators
  • Prepare written reports and presentations for internal and external constituencies, which include federal, state, accrediting, and external grant and initiative agencies.
  • Serve as the ex-officio member of the Association Committee and coordinate data collection and analysis related to the Assessment of Student Learning.
  • Collaborate with and provide data expertise/guidance to administrators, faculty, and staff who need to identify, collect, analyze, or interpret data to address institutional priorities.
  • Develop and implement methods for communicating information to members of the College community.
  • Establish and maintain a report management system ensuring the timely submission of all internal and external reports, including compliance with IPEDS.
  • Develop statistical models using data from various areas of operation throughout the College.
  • Serve on various internal and external committees, task forces, project teams, advisory groups, etc.

  • Familiarity with higher education is specifically the West Virginia Higher Education Policy Commission (WVHEPC) and Community and Technical College system (CTCS).
  • Knowledge and understanding of current issues in higher education related to college assessment, strategic planning, and institutional effectiveness.
  • Advanced organizational skills to handle and prioritize multiple complex assignments to meet institutional deadlines.
  • Demonstrated propensity to critical thinking and identifying solutions.
  • Proficient in research design and analysis.
  • Ability to establish and maintain effective working relationships with college administration, faculty, and staff.
  • Ability to carry out assignments, meet deadlines of institutional reports, conduct data analysis, and make data-informed recommendations to college administration.
  • Ability to express ideas effectively both orally and in writing.
  • Ability to work independently and simultaneously on projects of varied complexity, carrying each to its conclusion with a very high level of effectiveness.
  • Proficient in computer software such as Power BI, Tableau or similar
  • Proficient in statistical software such as R or SAS
  • Extensive knowledge and efficiency with Ellucian Banner, Microsoft Excel and SQL Server.
  • Knowledge of the Integrated Postsecondary Education Data System (IPEDS).
  • Organizational, detail-oriented, and time management skills.
  • Ability to prioritize workflow to ensure deadlines are met for all projects and tasks.
  • Understanding of data security protocols and Family Educational Right to Privacy Act (FERPA) requirements to ensure confidentiality of institutional data.
Position Specifics: This is a full-time non-classified position with the full state benefits and is exempt from FLSA provisions regarding overtime. Not all activities of this position occur within the confines of an 9:00am-4:00pm schedule and may require evening and weekend scheduling. Some Travel including overnight travel may be required. This position serves at the will and pleasure of the college president. Education Bachelor - Mathematics, Statistics, Computer Science or related field - Required Masters - Mathematics or Data Science - Preferred Experience In addition to the knowledge/education, the following related work experience is typically required, for this position. An equivalent combination of education and recent, related experience may be acceptable. Administrative and/or leadership capacity in a community college, public higher education, or business or government. - Minimum 3 years of combined experience preferably in a community college setting. - Required Demonstrated track record of successful project management. - Required Experience with college assessment programs. - Preferred License or Certification Valid Driver's License - Required Expectations Employees are expected to adhere to the Mission, Values and Vision of the College.
