General Definition of WorkPerforms complex professional and administrative work in planning, organizing and coordinating the development, implementation, and maintenance of the county's information technology systems. Work is performed under the general direction of the County Manager. Supervision is exercised over all department personnel.Essential Functions/Typical TasksAdministers the deployment, monitoring, maintenance, development, upgrade and support of all IT systems, including servers, PCs, operating systems, telephones, software applications and peripherals.The following functions are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.-Plans, organizes, evaluates, and directs the development of information technology systems to improve the productivity of the County; oversee system upgrades, installations, conversions and file maintenance.-Prepares, submits and over the departmental budget and monitors expenditures.-Manages IT staff, including hiring, training, evaluation, discipline and discharge within the prescribed rules and regulations.-Develop standard operating procedures and best practices, including providing written protocols and guidance to staff and end-users.-Ensure the creation and maintenance of all written documentation, including system and user manuals, license agreements, modifications and upgrades.-Develop and implement all IT policies and procedures, including those for security, disaster recovery, purchasing and service provision.-Negotiates and oversees vendor, outsourcer, consultant contracts and service agreements.-Oversees and manages the maintenance and upkeep of telecommunications infrastructure.-Coordinates SharePoint development and administration support including end-user training-Applies for and administers grants-Acts as a liaison between users and software vendors to communicate needs and problems and provide working solutions.-Identifies and recommends software to meet specific needs; coordinates training of users in the use of vendor software.-Prepares and implements short-and long-range plans and policies for Information Technology Systems for the County.-Performs related tasks as requiredEducation and ExperienceAny combination of education and experience equivalent to graduation from an accredited college or university with major course work in computer science, business administration, or related field and at least three years professional experience in computerized data processing systems.Knowledge, Skills and AbilitiesComprehensive knowledge all phases of systems analysis, thorough knowledge of the functions and operation of county departments; ability to establish and maintain effective working relationships with officials, department heads, and other key personnel; ability to determine department and county-wide needs of an information system and to formulate an effective program to meet those needs; ability to write clear and concise reports; ability to plan and supervise the work of professional and technical personnel; ability to communicate ideas effectively orally and in writing.#J-18808-Ljbffr
