GENERAL STATEMENT OF JOB

Under the general direction of the Assistant City Manager, the Director of Information Technology / Chief Information Officer plans, organizes, and directs the City's Information Technology department. Major responsibilities include department leadership and management, resource planning and technical operations.

This executive management position is responsible for:

·Leading Information Technology (IT) Staff in developing and communicating the City's technology vision and strategies in support of the City's day-to-day operations, mission, vision, and values;

·Directing the priorities, work plan, people, resource allocation, and budget within IT to provide direct and identifiable business value to the City and ensuring effective and efficient management, development, implementation and operations of the department;

·Managing Centennial's Staff, technical architecture, and infrastructure, and collaborating across all City departments and service areas to ensure the City's programs and services are supported.

This position performs a variety of complex leadership, supervisory, professional, and technical functions within the City of Centennial. This position requires a balance between continuously overseeing the improvement of processes and procedures while maintaining compliance with applicable regulations in order to support the goals and objectives of the City.

  • Promotes and champions a highly engaged workforce by practicing strengths-based leadership; establishes and maintains a working environment conducive to positive morale, individual style, quality, creativity, and teamwork. Creates and supports a positive mission and purpose for the department in order to provide a supportive environment for the team.
  • As a manager of people, responsible for Recruitment/Talent Selection, Coaching and Development, Employee Engagement, Performance Management, Promotion and/or Transition.
  • Delegates to managers the authority, responsibility, and accountability for attaining results and implementing approved policies.
  • Manages and supervises operations to achieve goals within available resources. Provides leadership and direction in the development of short- and long-range plans; coordinates department's activities with other departments and agencies.
  • Directs the priorities, work plan, people, resource allocation and budget within the IT department including hiring, staff development, training, discipline and performance appraisals.
  • Responsible for the maintenance, updating and retention of records, data and content managed within the scope of the position. Acquires and utilizes knowledge of City's electronic content management systems and guards against the unauthorized removal, destruction, or use of municipal records. Recognizes and respects that City employees forego any personal or proprietary right to the City's records including those that may have been developed, created, or compiled during their tenure in employment.
Information Technology
  • Ensures delivery of IT services consistent with the City's mission to provide exceptional customer service
  • Accounts for the strategy, budgeting and project implementation related to a stable, reliable and modern information technology infrastructure and end user services for the City of Centennial.
  • Leads a comprehensive long-term IT strategic plan and a five-year operational plan to achieve secure integrated city business goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of current and future IT systems across the organization.
  • Collaborates with other department heads and the organization on strategic recommendations regarding operations, implementation, and security issues.
  • Coordinates activities with outside agencies, networking with other entities in the community to identify and implement local initiatives and systems eliminating redundancy.
  • Promotes and oversees strategic relationships between internal IT resources and external entities, including other governments, vendors, and partner organizations.
  • Determines infrastructure and application strategies applicable to business needs. Supports and provides leadership for the City on competitive or financial impact of technological change.
  • Reviews and evaluates department requests for hardware and software; negotiates and recommends purchase from vendors; coordinates testing of software prior to implementation; supervises installation and maintenance.
  • Performs other duties as assigned.
Management Duties
  • Plan, prioritize, assign, supervise and review the work of assigned staff; participate in the selection of staff; provide or coordinate staff training and development plans; work with employees to correct deficiencies and actively participate in the success, accomplishments, and development of team members.
  • Evaluate and appropriately document the performance of staff in close coordination with the Assistant City Manager..
  • Responsible for day-to-day supervision of the procurement specialist including training relevant to duties, prioritizing of work, and ensuring adequate resources to meet expectations.

  • Knowledge of information technologies, industry-standard architectures and methodologies, industry and government IT “best practices,” as well as practical experience with all aspects of IT operations.
  • Knowledge of principles and practices of governmental technology standards and guidelines, as well as technology budgeting, auditing and remediation; federal and state IT regulations and guidelines as they may pertain to municipal IT management.
  • Knowledge of a variety of computer software applications necessary to perform the job functions.
  • Skilled at working in a fast-paced environment with demonstrated ability to juggle multiple competing tasks and demands.
  • Skilled at working independently as well as collaborating with any and all members of the organization.
  • Skilled at analyzing problems, identifying alternative solutions and consequences of proposed actions, and implementing recommendations in support of goals.
  • Ability to engage in writing and presentations, contract negotiations, business correspondence and information distribution; research and reporting methods, techniques and procedures.
  • Ability to deal effectively with the public, vendors, contractors and City staff, in person and over the telephone.
  • Ability to prepare and administer large and complex budgets; allocating limited resources in a cost-effective manner.
  • Ability to conduct effective negotiations and effectively represent the City and the department in meetings with governmental agencies, contractors, vendors, and various businesses, professional, regulatory and legislative organizations.
  • Ability to use tact, initiative, prudence and independent judgment within general policy and legal guidelines in politically sensitive situations.
  • Ability to develop and maintain productive relationships with City Staff, elected officials, partners, business leaders, advisory boards, and others as needed.
  • Ability to listen, communicate and deal effectively with management, subordinates, representatives of other government agencies and the general public, researching as necessary to provide requested information.
MINIMUM EDUCATION, TRAINING AND EXPERIENCEBachelor's Degree with major course work in Information Technology/Systems, Computer Engineering, or related field. Master's Degree preferred. 10 or more years of progressively responsible experience in a managerial or leadership role in Information Technology and Systems. Any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities will be considered.REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONSMust be able to perform the essential functions of this job, with or without accommodation.Physical DemandsThe person in this position must be able to remain in a stationary position 50% of the time; needs to occasionally move about inside the office to access file cabinets, office machinery, etc.Occasionally moves office equipment weighing up to 30 pounds.
