Director of Information Strategy, Division Management & Systems Coordination - NYC JOBS : Job Details

The Division of Disease Control's mission is to safeguard the health of New Yorkers through identification, surveillance, treatment, control, and prevention of infectious diseases, which is achieved through varied and interrelated endeavors of its seven Bureaus. The Bureau of Division Management and Systems Coordination (DMSC) leads administrative, surveillance, informatics, preparedness, policy, communications, community engagement, and racial equity and social justice activities for the Division and guides the strategic use of Division resources to advance innovative and effective policies and programming. Reporting directly to the Executive Director, the Director of Information Strategy will oversee the Information Strategy Unit, plan and implement innovative information technology projects within the Division such as Electronic Case Reporting and bi-directional health information exchanges, partner with DDC bureaus and DIT to develop strategic road map to modernize health informatics systems, serve as a divisional liaison to DIT, provide subject matter expertise on informatics, and collaborate with partners in the public health community.

Duties will include but not be limited to:

• Direct a unit responsible for the research, planning, implementation, and evaluation of health informatics policies and projects
• Work closely with leadership, fiscal, and project management teams to develop and implement a strategic programmatic roadmap
• Ensure projects are well-documented and organized, have input from appropriate stakeholders in the agency, and are reviewed by relevant parties in a timely manner
• Recommends new policies/procedures and/or revises current ones pertaining to health informatics initiatives related to infectious diseases
• Serve as primary advisor to divisional and agency senior leadership on health informatics, including interpreting findings from emerging research
• Review proposed federal, state, and local laws and regulations related to health informatics and data security and confidentiality and assist the Division's Confidentiality Coordinator in drafting comments
• Work collaboratively with surveillance and epidemiology staff across the Division and other Agency programs, including efforts related to data governance and related policies
• Supervise technical and non-technical staff and interns
• Assist the Division's Designated Confidentiality Coordinator in addressing potential violations and breaches of the agency's and division's data security and confidentiality policies and protocols
• Oversee and contribute to writing and submission of grant reports, including coordination with internal and external stakeholders
• Identify new projects, identify project partners, set timelines, draft project goals and objectives, and coordinate meetings related to new projects
• Lead divisional data projects, including coordination with internal and external stakeholders
• Other duties related to Division of Disease Control data sharing and health informatics priorities
• Participate in Incident Command System (ICS) activities during emergency responses
• Other duties as assigned

Preferred Skills:

• Hands-on expertise and experience in applied health informatics, using object-oriented programming languages, such as R, Python, or Java
• Expertise and experience in Electronic Case Reporting
• Expertise and experience bi-directional health information exchanges
• Strong project management skills including time management, problem-solving, negotiation, project tracking and monitoring, documentation, meeting facilitation, decision-making, and forward planning
• Demonstrated understanding of IT systems development
• Experience supervising both technical and non-technical staff
• Ability to work well within a diverse team and foster relationships with colleagues and partners
• Ability to multi-task and efficiently coordinate multiple simultaneous priorities in response to changing priorities
• Excellent written and verbal communication abilities and strong presentation skills

City Research Scientist - 21744

Minimum Qualifications:

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have:

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or 2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or 3. Education and/or experience which is equivalent to 1 or 2 above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
