This role will oversee all aspects of human resources, including talent acquisition, workforce development, employee relations, compensation and benefits, and compliance with federal, tribal, and state employment laws. A key focus of this position is to design and implement a successful training and talent development program to ensure the growth and retention of a skilled and engaged workforce. The Director will serve as a strategic advisor to senior leadership, providing expertise on best HR practices while fostering a culture of excellence, inclusivity, and continuous learning.Specific Job Duties/Responsibilities:Strategic HR Leadership & Compliance
- Demonstrate behaviors, actions and attitudes that are consistent with WCHS vision, mission, and values.
- Develop and implement HR policies, programs, and initiatives that align with the organization's goals.
- Ensure compliance with all federal, tribal, and state employment laws and regulations, recommending best practices for policy updates.
- Serve as a strategic partner to executive leadership, providing HR insights to support organizational growth and sustainability.
- Drive HR strategy by analyzing trends, data, and industry benchmarks to improve policies and workforce planning.
Talent Management & Workforce Development
- Design and lead a comprehensive training and talent development program that supports employee growth, career progression, and leadership development.
- Develop career and succession planning initiatives that align with organizational objectives.
- Implement programs to enhance employee engagement, retention, and morale.
- Establish internship and educational partnership programs to attract and develop emerging talent.
Recruitment & Staffing
- Oversee talent acquisition strategies to attract and retain top talent.
- Develop and execute best practices for hiring, onboarding, and workforce planning.
- Collaborate with leadership to understand evolving staffing needs and develop proactive hiring strategies.
Employee Relations & Performance Management
- Serve as a resource and coach for managers and staff on performance management, conflict resolution, and employee relations matters.
- Oversee investigations related to employee concerns and implement fair and consistent resolutions.
- Lead initiatives to enhance workplace culture, employee engagement, and organizational effectiveness.
Compensation, Benefits & HR Operations
- Oversee the administration of compensation, benefits, leave programs, and HRIS systems.
- Ensure competitive compensation strategies to attract and retain top talent.
- Manage HR annual operating plan and budget and ensure efficient allocation of resources.
Training & Professional Development
- Develop and facilitate leadership training and workforce development programs.
- Provide coaching and mentorship to HR staff and department leaders.
- Stay current on HR best practices and industry trends to enhance training initiatives.
Supervisory Responsibilities
- Lead and mentor the HR team, ensuring professional growth and efficiency.
- Provide constructive feedback and performance evaluations for HR staff.
- Foster a collaborative and high-performing HR team.
QualificationsRequired Qualifications
- Bachelor's degree in Human Resources, Business Administration, or a related field required (Master's preferred).
- Minimum five years of HR leadership experience, preferably in healthcare or tribal organizations.
- SHRM-CP, SHRM-SCP, SPHR preferred.
- Strong expertise in employment laws, compliance, and HR best practices.
- Experience working with Indigenous people, organizations, and communities.
- Excellent communication, leadership, and problem-solving skills.
- Ability to manage multiple projects in a fast-paced environment.
Additional Information
- Must be willing to pursue professional certifications and training.
- Compliance with federal regulations regarding background checks and child safety is mandatory.
Physical Requirements:
- Normal to light office work which includes the ability to lift up to 10 lbs.
- Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment.
- While performing daily duties, the employee is regularly required to talk and hear.
- Ability to drive company owned or personal vehicle.

Certificates, Licenses & Registrations:
