Director Of HIV Prevention Quality Management & Procurement, Bureau Of Hepatitis, HIV, And STI

The Division of Disease Control's mission is to safeguard the health of New Yorkers through identification, surveillance, treatment, control, and prevention of infectious diseases, which is achieved through varied and interrelated endeavors of its seven Bureaus. The New York City Department of Health and Mental Hygiene (NYC DOHMH)'s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City's response to viral hepatitis, HIV, and sexually transmitted infections (STIs). BHHS's HIV Prevention Program contracts with community-based organizations and healthcare facilities to deliver comprehensive HIV prevention services. This includes HIV testing, outreach and education on prevention strategies, and referral and linkage navigation to healthcare providers for pre-exposure prophylaxis (PrEP), post-exposure prophylaxis (PEP), and HIV treatment. Funded programs also address social determinants of health by linking New Yorkers to mental health and substance use support, workforce development, housing services, and other critical social supports. In addition, the HIV Prevention Program administers City Council-designated contracts for Ending the HIV Epidemic. We are seeking a seasoned professional to serve as the Director of HIV Prevention Contract Quality Management and Procurement. The position will supervise a team of project officers and other staff in contract oversight and quality management, while also supporting the procurement of essential equipment and services for the HIV Prevention program. This position reports to the Director of HIV Prevention. Duties will include but not be limited to:

  • Contract Oversight & Compliance: Lead contracting activities for the HIV Prevention Program. In coordination with BHHS Business Systems and Public Health Solutions, ensure contracts meet funder requirements and regulatory standards. Serve as subject matter expert on contract details
  • Program and Contract Administration: Oversee the procurement and contract administration within the HIV Prevention Program. Manage and coordinate the administration of unique contracts, such as consultant contracts and special projects, and oversee City Council-designated Prevention contracts. Coordinate procurement of equipment and services through ACCO, DCAS, Public Health Solutions, and others, in collaboration with the Director of Business Systems
  • Resolve procurement issues, develop guidance document to support HIV Prevention teams with procurement. Create and manage agency scopes and budgets, in collaboration with Public Health Solutions and BHHS Admin staff
  • Contract Quality Management: Develop and implement a data-driven quality management strategy for contracted services. Oversee the monitoring, evaluation, and interpretation of contracted organizations' program data, in collaboration with the HIV Prevention Research and Evaluation team. Work with the HIV Prevention Research and Evaluation team on activities, such as data review and cleaning, to ensure data quality
  • Oversee regular quality reviews of contracted service data in collaboration with the HIV Prevention Research and Evaluation team. Use data insights to establish performance benchmarks, drive process improvements, and proactively address any service gaps or compliance issues. Oversee the material review process by coordinating with the Program Review Panel. Develop and execute a comprehensive strategy to provide technical assistance and program improvement to partner agencies and contracted organizations
  • Monitoring & Evaluation: Oversee systems for tracking contract performance and program outcomes. Analyze program data to identify trends, suggest improvements, and provide actionable insights. Report findings to senior leadership to inform strategic decisions
  • Team Leadership & Stakeholder Engagement: Supervise a team of project officers and other staff in contract management, quality management, and procurement functions. Represent the HIV Prevention Program in meetings with community partners
  • Additional Duties: Assist with grant reporting and application processes, ensuring all contractual and compliance aspects are clearly documented. Support public health emergency responses by ensuring timely guidance and resource delivery

Preferred Skills:

  • Experience in leading the delivery of HIV prevention and human services
  • Experience in quality management, technical assistance provision, and monitoring and evaluation
  • Deep understanding of HIV prevention activities, including HIV testing, PrEP, PEP, and early initiation of HIV treatment
  • Experience in using a data-driven approach to quality improvement, with strong skills in reviewing and analyzing data to establish benchmarks and drive process improvement
  • Experience in procurement, contract administration, and quality management
  • Experience working collaboratively with healthcare providers, community organization providers, faith leaders, and community members
  • Experience with HIV testing in healthcare and community settings
  • Experience working with CDC and federal, state, or city government agencies
  • Exhibit strong written and oral communication skills, and interpersonal skills
  • Strong problem-solving skills
