The Tennessee Department of Correction operates and oversees 14 adult prisons across the state, housing some 21,000 offenders. In the community, TDOC supervises 79,000 offenders on probation, parole, or community corrections. The department operates 44 probation/parole offices in 13 districts across the state. The TDOC Human Resources division is led by the Assistant Commissioner of Human Resources & Staff Development and provides guidance to leadership as to organizational structure, human resources processes and procedures, and all human resources initiatives statewide. This division is comprised of approximately 75 staff members located statewide and at Central Office in Nashville that oversee all human capital management functions for the agency. These functions include, but are not limited to, recruitment, hiring, promotions and employee compensation adjustments, separations from the agency, EEO investigations, employee discipline and appeals, performance management, and areas of Occupational Health and Safety, such as workers compensation, accommodations, and drug testing. The division actively participates and partners with the TN Department of Human Resources in enterprise initiatives and analyze and provide feedback on their impact on the TDOC employee population of 5,500+.

Job Overview:

The Human Resources Director of Employee Relations will provide strategic direction over this area and ensure fair, equitable, and consistent treatment of all employees statewide while creating an engaged and safe work environment. This role collaborates with the Human Resources staff and other key stakeholders to advise leaders on matters of performance, conflict, conduct, and discipline. This position will help drive an employee relations strategy that aligns with TDOCs Human Resources and Staff Development overall vision and operating model.

Minimum Qualifications:

  • Bachelors degree in related field required.
  • Advanced degrees preferred.
  • At least five (5) years of relevant experience in employee relations management and processes.
  • At least three (3) of those years must be supervising staff in these areas.
  • Experience in demonstrating implementation of strategic plans and programs for large employee populations related to Employee Relations and Engagement is preferred.
  • Skilled in workplace investigations, negotiation, and conflict management. Proficient understanding of US employment law, EEO regulations, workplace anti-discrimination and accommodations related laws, including Title VII, ADA, FMLA, and their state law equivalents.
  • Fully proficient in ability to maintain confidentiality, responsibility, integrity, time management and prioritization, and exercising extreme discretion.
  • Skilled ability to remain tactful, calm, and persuasive in controversial or confrontational situations.
  • Skilled in writing clearly and concisely, including presenting technical analyses and agreements with precision.
  • Skilled in presenting complex issues and strategic plans related to employment laws, employee engagement, and opportunities for improvement to executive team members and the employee population, both in large and small group settings.
  • Ability to lead with both a decisive and consultative style, foster open communications, and proactively build positive relationships with leadership, staff, and diverse stakeholders.
