Position Summary: The Director of Diversity Contracting is responsible for developing and implementing strategies to expand contracting opportunities for Minority and Women-Owned Business Enterprises (M/WBEs) and Service-Disabled Veteran-Owned Businesses (SDVOBs) on contracts awarded by the Authority or private developers doing business with the Authority. This role also serves as the Authority's Language Access Coordinator, ensuring compliance with Executive Order 26 (2011) and effective service delivery across communities. The Director of Diversity Contracting plays a key role in promoting inclusive procurement practices and equitable access to Authority opportunities, while collaborating across departments and with external stakeholders to achieve compliance and diversity goals. Essential Duties: Policy and Compliance • Develop and implement guidelines, policies, and procedures that maximize MWBE and SDVOB participation in contracts awarded by the Authority or private developers doing business with the Authority. • Review and assess all Authority procurements for MWBE and SDVOB goals. • Provide strategic support to departments and vendors on best practices to achieve compliance. • Monitor contract compliance with New York State MWBE (Article 15-A) and SDVOB (Article 17-B) requirements. • Serve on all Authority RFP evaluation committees, scoring diversity and inclusion criteria. Outreach and Engagement • Provide guidance and technical assistance to businesses interested in bidding on Authority projects. • Represent the Authority at industry events including seminars, conferences, panel discussions and workshops to promote the Authority's commitment to the MWBE and SDVOB programs. • Collaborate with governmental agencies, advocacy groups, and nonprofit organizations to increase opportunities for diverse businesses. Language Access Coordination • Lead the implementation and oversight of the Authority's Language Access Program. • Ensure compliance with Executive Order 26 (2011). • Respond to and manage all translation and interpretation services. Reporting • Prepare and submit all required diversity reports to the Authority's Board, New York State, and other government entities, as required. • Track, analyze, and report on participation outcomes and trends. Additional Responsibilities: • Perform additional related duties as required to support the Authority's mission and departmental goals. • Participate in internal working groups focused on diversity in contracting, process improvement, or strategic planning. • Contribute to staff training and development efforts related to diversity contracting and language access. • Stay current on local, state, and national trends and laws related to MWBE, SDVOB, and language access initiatives, and share insights with leadership. • Serve as a subject matter resource across the Authority on supplier diversity and inclusive procurement practices. Education and Experience: A Bachelor's Degree in Public Policy, Public Administration, Business Management, or other related fields is required and should be supplemented by a minimum of seven (7) years of previous experience, with three (3) years of diversity-related experience. Physical Requirements: • Prolonged periods of sitting at a desk and working on a computer. • Ability to lift and transfer boxes weighing up to 25 pounds.
