AboutPosition SummaryThe Director of Budgets and Contracts is a senior leadership role reporting directly to the Chief Financial Officer, and this individual is responsible for managing and directing the organization's entire budgeting and contracting portfolio. This includes overseeing all government-funded budgets, primarily through NYC's Department of Homeless Services (DHS) and Human Resources Administration (HRA), as well as planning for upcoming initiatives, including Article 31 clinics (now MHOTRS). This role ensures compliance with contractual and fiscal requirements, and provides strategic financial oversight to support CRF's mission. The Director supervises a team of direct reports while coordinating with program and operations leadership, and serves as the key liaison with city and state funding partners. This position requires expertise in systems such as Passport, HHS Accelerator, SMS, PIP, and Blackbaud Financial Edge, as well as fluency in Microsoft Office, particularly Excel and PowerPoint.Qualifications:Education & Experience
- Bachelor's degree in Accounting, Economics, Finance, Public Administration, or related field (Master's/MBA preferred)
- 8-10 years of progressive experience in nonprofit or governmental budget management
- Demonstrated experience managing NYC government contracts (DHS, HRA) and compliance reporting
- Prior experience with mental health program funding, particularly OMH's Article 31/MHOTRS model, is strongly preferred
- Prior experience managing direct reports in a similar role is required
Technical Skills
- Proficiency in Passport, SMS, PIP, and Blackbaud Financial Edge
- Advanced Excel proficiency with strong modeling and analytical capabilities
- Ability to create and present financial materials clearly using PowerPoint
- Technical knowledge of MHOTRS funding structures, including OMH grants, Medicaid reimbursements, third-party billing, and capital support mechanisms

Essential Duties and ResponsibilitiesBudget Strategy, Planning, and Oversight
- Lead agency-wide budget development, forecasting, and modifications aligned with strategic goals and contract requirements
- Supervise the preparation and upload of budgets and modifications into NYC platforms (Passport, SMS, PIP)
- Maintain agency-wide cost allocation methodologies and financial modeling frameworks
- Lead financial planning efforts related to Article 31/MHOTRS clinics, including the coordination of Medicaid, OMH, grant, and third-party reimbursement funding strategies
Contract and Compliance Management
- Serve as the primary point of contact with funders on all contract, budget, and amendment matters (with approval from the Chief Financial Officer)
- Monitor and ensure compliance with government funding terms, audit standards, and fiscal rules
- Collaborate with internal departments to ensure expenditures are allowable, reasonable, and properly documented
Financial Reporting and Analysis
- Develop recurring and ad-hoc financial reports, dashboards, and summaries using Blackbaud and Excel
- Translate financial data into compelling PowerPoint presentations for internal and external audiences
- Conduct strategic analysis to support funding sustainability, cost controls, and program decision-making
- Review monthly Revenue recognition with Chief Financial Officer, upon approval submit Monthly claims to AR Manager with vetted support
- Assist in DSO metric reduction
Leadership and Supervision
- Manage and mentor Asst. Director of Budgets and Budget Managers, including workload delegation, performance evaluations, and professional development
- Coordinate cross-functional planning with Program, Finance, Development, and IT departments
- Build a culture of transparency, accountability, and continuous improvement
Funder and Stakeholder Engagement
- Represent CRF in all meetings with NYC funding agencies (e.g., DHS, HRA, OMH) related to budget and contract matters
- Develop and maintain relationships with government analysts, auditors, and oversight bodies
- Provide financial leadership in support of new programs, including outpatient mental health services under Article 31 licensure
Process Improvement and Systems Integration
- Streamline budgeting, reporting, and vouchering workflows to improve timeliness and accuracy
- Enhance system integrations between Blackbaud, Excel models, and city/state funding platforms
- Identify and implement best practices in nonprofit budgeting and grant management
