New York State Homes and Community Renewal (HCR) is the State's affordable housing agency, with a mission to build, preserve, and protect affordable housing and increase homeownership throughout New York State.

The Office of Housing Preservation manages programs that maintain and enhance the state's affordable housing portfolio. We enforce the Rent Laws for over 900,000 housing units and provide rental assistance to over 45,000 families. We also monitor 130,000 low-income housing units financed with federal and state resources and offer grants to help homeowners and tenants save energy.

The Statewide Asset Management Unit (SAMU) oversees asset management and compliance monitoring of the agency's housing loan portfolio, financed under various federal and state programs including LIHTC, Housing Trust Fund, HOME, RAD, Mitchell-Lama, and others.

Job Summary:

The Director of Asset Management – Tax Credit supervises all aspects of SAMU, overseeing approximately twenty-five staff managing over 1,500 developments and 70,000 units across NY State. The portfolio includes projects under various programs and the Manufactured Homes Program for mobile parks.

The Director is part of the Office of Housing Preservation's leadership team, leading initiatives to improve practices, performance, and staff morale. They collaborate on cross-training, cost reduction, and meeting agency needs.

The role requires familiarity with agency rules, policies, and applicable laws, ensuring compliance across the portfolio. The Director represents OIHM at meetings with officials, project owners, and industry leaders.

The Director reports to the VP of SAMU and supervises the Assistant Director and AVPs, sharing oversight of regional office site directors.

Key Responsibilities:

  • Manage SAMU staff and resources across regional offices.
  • Support integration of programs, streamline policies, and supervise team restructuring.
  • Stay current with legal and regulatory requirements, informing staff and partners of updates.
  • Develop monitoring policies for new projects entering SAMU.
  • Review project financial and ownership changes, disbursements, and management actions.
  • Oversee internal controls and portfolio assessments to identify preservation opportunities and risks.
  • Lead preservation efforts aligned with the Governor's housing plan and existing programs.
  • Coordinate staffing, succession planning, and responses to audits and legislation.
  • Maintain communication with legal, treasury, and other agency units, and ensure website updates.

Qualifications:

  • Bachelor's degree with at least 8 years of relevant experience or equivalent experience/substitutions as detailed.
