Today, the IOLA Fund helps low-income people in New York State obtain help with civil legal problems affecting their most basic needs, such as food, shelter, jobs, and access to health care. The IOLA Fund is a fiduciary fund administered by IOLA's publicly appointed Board of Trustees. The revenue is held in the custody of the State Comptroller and subject to government procurement rules. Attorney ethics and relevant IOLA rules require attorneys to deposit funds received from clients either in interest-bearing accounts for the benefit of the clients or in interest-bearing IOLA accounts. Financial institutions that elect to participate in the IOLA program are subject to certain interest and reporting requirements. The interest generated from these IOLA accounts provides the revenue for grants awarded by the IOLA Board of Trustees to non-profit civil legal services providers for the purpose of delivering civil legal services to low-income New Yorkers and for improving the administration of justice. IOLA grantees vary in size and focus, providing a myriad of legal services: direct representation, advice and counsel, pro se assistance, legal education, and referrals to low-income or otherwise disadvantaged individuals. IOLA grantees also provide legal trainings, engage in partnerships and community collaborations, and initiate impact cases that enhance the quality of life for all New Yorkers. IOLA's current five-year grant cycle awarded $561.5 million to 87 nonprofit organizations that provide legal assistance to people living across New York's 64 counties. The OpportunityIOLA Fund is seeking a skilled and collaborative Director of Administration to join its trusted and mission-driven team. Reporting to the Executive Director, the Director of Administration is expected to manage all aspects of IOLA's financial activities and administrative operations, including human resources, budgeting, expenditures, grant and other vendor contracting, grant recommendations, grant monitoring and evaluations, data collection, bank compliance, facilities, IT, and records management. This is a senior management position requiring a high degree of independent judgment and professionalism in developing and implementing agency-wide administrative and financial policies and procedures. The Director of Administration is the IOLA Fund's primary liaison to many New York State government agencies, including the Division of Budget, Office of the State Comptroller, and Business Service Center. The essential functions of the Director of Administration position include:• Develop standards, promote activities that enhance, and oversee all operational procedures, including building operations and facilities management. • Serve as a liaison with NYS Business Services Center on personnel matters, including payroll, benefits, and leave time to ensure compliance with all policies and procedures.• Supervise five staff, including the performance evaluation process.• Serve as a liaison with the NYS Division of Budget in the preparation and execution of IOLA's annual budget.• Monitor expenditures, analyze variances, and manage necessary adjustments to appropriation and cash levels. • Maintain, prepare and report on all fiscal matters, including revenue collection, expenditures, and budget variances as well as any other fiscal related activities. • Oversee all grant and other vendor contracts, including oversight of operational invoices, maintenance of financial logs and on-line systems reports, and payment verification with the NYS Office of the State Comptroller.• Oversee procurement card purchases and staff travel expenditures to ensure compliance with applicable NYS guidelines.• Oversee filing and records management (digital and paper) to ensure that records are effectively organized, maintained, and kept in compliance with applicable records retention and disposition procedures.• Respond to any audit requests. • Prepare and present accurate and timely financial reports for the Board of Trustees at quarterly meetings. • Serve as a trusted advisor to the Board of Trustees, Executive Director and General Counsel as necessary.• Perform any other duties and responsibilities that may be assigned. Minimum Qualifications Qualifications and Education Requirements• A bachelor's degree in accounting, business administration, business management, economics, finance, public administration, or related field.• At least 7 years of administrative and financial supervisory experience.• Proficiency with data management software systems (e.g, grant making, procurement, and contracting systems).• Proficiency with financial analysis.• Experience working with or for government entities.• Strong communication skills with the ability to communicate in a clear and succinct manner both orally and in writing.• Strong reasoning, analytical, and research capabilities.• Exceptional organizational skills and attention to detail with a mature and professional style.• Experience managing multiple projects with competing timelines and priorities simultaneously.• Ability to supervise and manage staff effectively. • Proficiency with Microsoft Office Suite.• Unquestioned integrity and ethics.
