Job Description :

The Nebraska Oil and Gas Conservation Commission (NOGCC) is seeking a qualified and experienced Director to serve as the agency's chief administrator. This leadership role is responsible for the enforcement of Nebraska's Oil and Gas Conservation Law and the effective administration of related rules, regulations and operations.The Director serves at the pleasure of the Commission.

Key Responsibilities:

  • Enforce the state's Oil and Gas Conservation Law, regulations and orders.
  • Oversee well permitting, drilling, production monitoring and the plugging and abandonment of wells.
  • Oversee the Underground Injection Control Class II and VI programs.
  • Hire and manage staff as needed to fulfill the Commission's mission.
  • Maintain official records and minutes of Commission meetings.
  • Apply petroleum engineering and geological expertise to support safe and compliant oil and gas operations.
  • Develop new rules as required by developing state statutes.
  • Represent the Commission on state and national boards and industry committees.
  • Oversee the Commission's budgeting, financial operations, including federal grants.
  • Build and maintain relationships with stakeholders, such as government agencies, industry representatives and community partners.

Minimum Qualifications : Qualified petroleum engineer or geologist with three years field experience in the drilling and operation of oil and gas wells. Demonstrated leadership experience in regulatory compliance, operational oversight or technical evaluation within the oil and gas industry.

Preferred Qualifications : Familiarity with Nebraska's Oil and Gas Conservation Law or similar regulatory frameworks in other states. Leadership experience in supervising staff, managing multi-disciplinary teams, or overseeing contractors. Experience in budgeting, financial oversight or managing public funds.

Knowledge, Skills, and Abilities: Strong understanding of oil, gas and injection well permitting, drilling, production and abandonment processes. Knowledge of oil and gas case law. Ability to interpret, apply and enforce state and federal regulations. Excellent communication and interpersonal skills for effective engagement with industry, government and community stakeholders. Strong public speaking skills.
