The New York City Department of Youth and Community Development (DYCD) seeks a Director experienced in managing adult basic education, high school equivalency programs, and immigrant services. The Director will oversee the Literacy and Immigrant Services team, monitor and analyze CBO performance, and report to senior management. Under supervision of the Senior Director, the role involves leading programs, managing contracts, representing DYCD in city initiatives, and coordinating campaigns and events.
Responsibilities include:
- Supervising staff involved in contract management and oversight.
- Reviewing site visit reports and contract monitoring tools.
- Conducting on-site visits to CBOs, including weekends and evenings.
- Reviewing and approving budgets and contract documents.
- Coordinating contract development with relevant departments.
- Ensuring timely completion of Corrective Action Plans.
- Monitoring program design and ensuring alignment with goals.
- Providing technical assistance in contract negotiations and to underperforming contractors.
- Training CBOs on DYCD's program management systems and protocols.
- Analyzing contractor performance and preparing reports.
- Supporting capacity building and facilitating routine meetings with CBOs.
- Researching poverty alleviation initiatives and citywide programs.
- Preparing reports, developing new programs, and serving as liaison to community organizations.
- Representing DYCD at public forums and events.
- Performing other duties as assigned.
Minimum Qualifications:
- Baccalaureate degree and four years of relevant experience, including 18 months in an administrative or managerial role, OR
- High school diploma and six years of relevant experience, including 18 months in a supervisory capacity, OR
- Equivalent education and experience with at least 18 months in a supervisory role.
Preferred Skills:
- Knowledge of target populations and management of human services programs.
- Strong leadership, organizational, communication, and research skills.
- Proficiency in Microsoft Office and research methodologies.
- Understanding of NYC contracting processes.
- Ability to meet deadlines, prioritize, and perform complex tasks.
- Experience in an executive or managerial capacity.
