Purpose Of ClassificationThe purpose of this classification is to coordinate and supervise the activities of operational and administrative staff engaged in the planning, organizing and conducting of operations for the mitigation against, preparedness for, response to, and recovery from major emergencies and disasters in the County.
Job DescriptionSalary Range $92,772 - $149,362Purpose Of ClassificationThe purpose of this classification is to coordinate and supervise the activities of operational and administrative staff engaged in the planning, organizing and conducting of operations for the mitigation against, preparedness for, response to, and recovery from major emergencies and disasters in the County.This classification is safety sensitive, subject to random drug testing in accordance with the County's Drug & Alcohol Policy.Essential FunctionsThe following duties are normal for this position. Other duties may be required and assigned.Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.Coordinates and directs departmental operations and activities; organizes and prioritizes workload; makes work assignments; monitors status of work in progress; inspects completed work; provides guidance, assistance and training; answers questions regarding policies and procedures; assists subordinates with complex situations.Directs the development, coordination and implementation of comprehensive plans, procedures and systems to ensure and efficient and effective response to both natural and man-made emergencies and disasters of critical significance throughout the County; oversees and conducts vulnerability analysis and risk assessments taking into account all County residents and resources; directs and coordinates incident command, damage assessment, search and rescue, debris removal, emergency shelter, and restoration of critical services and utilities.Coordinates training programs for both internal and external agencies; directs and evaluates departmental in-service training; assists the public in developing emergency plans and testing of the same; develops and provides testing for emergency procedures and contingency plans; oversees the assessment of community and organizational needs to determine public safety training and exercise programs.Promotes the importance of emergency preparedness in the community; assists business, industry, school and community groups with coordinating, preparing, development, training and testing of emergency plans and procedures; prepares and conducts presentations and develops written materials regarding a variety of emergency preparedness information; answers questions; communicates and interacts with senior elected officials, senior municipal and County government appointed officials, business and industry leaders and community groups.Coordinates mutual aid support with surrounding cities, counties and the state; reviews and updates mutual aid procedures and agreements; develops, plans and conducts internal and multi-agency emergency exercises to evaluate planning and preparedness; cooperates with federal, state, and local law enforcement, emergency management, and/or other agencies as necessary.Coordinates, interprets and ensures compliance with local, state and Federal rules, regulations and standards concerning emergency management, homeland security program development and hazardous materials incidents; collects, maintains, analyzes and interprets data; provides recommendations and guidance to command level decision makers; directs the notification of operational emergency response organizations and activates public notification systems.Maintains the County's emergency operations center (EOC); directs the development, purchase, testing, training and initiation of early warning and public broadcast systems and information programs; directs the preparation and implementation of written procedure manual; oversees the integration, operation, and maintenance of EOC systems and equipment, including training exercises.Manages department financial resources; develops, defends, and implements departmental budget, including establishing priorities for capital and material requirements; monitors expenditures to ensure compliance with approved budget; reviews and approves all financial documentation.Responds to all major/critical incidents and/or disasters; implements emergency response and disaster recovery plans; requests and directs additional emergency personnel, other divisions, departments, outside agencies, or others as needed; assesses/evaluates incident scenes, determines necessary manpower allocation, and ensures utilization of proper methods to ensure the safety of the public and emergency personnel; facilitates communication of employees, citizens, volunteers, local government agencies, etc.Prepares or completes various forms, reports, correspondence, budget documents, grant documents, travel requests, performance appraisals, or other documents.Receives various forms, reports, correspondence, time sheets, grant requests, travel requests, budget requests, policies, procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.Communicates with supervisor, other County departments and employees, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.Minimum QualificationsBachelor's degree in public safety, emergency management, homeland security or related field is required; seven years of progressively responsible experience in emergency management or response, public safety, homeland security, or related field to include five years of lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license; must possess and maintain certification as a Certified Emergency Manager (CEM) with the Georgia Emergency Management Agency (GEMA), or complete the New Directors' Academy within six months of appointment and complete Basic CEM certification within 24 months of appointment; and obtain and maintain additional certifications as deemed necessary by GEMA within timeframe specified.
