The Director of Capital Construction – Commercial will plan, direct, manage, and oversee cost engineering and control activities and operations for a large, complex capital construction project or a portfolio. May also supervise schedule control activities and staff. Under general direction from the Sr. Project Director, The Project Commercial Director will play a pivotal role in the success of the project/program, and in collaboration with the project team, will oversee and coordinate commercial management activities of the project, including contract management, and contract changes, and will oversee procurement of material to support Amtrak force account work. The Project Director will assist in developing negotiation strategies and analyzing recommendations provided by project management consultants and will be responsible for monitoring, managing, and reporting on the project and commercial risks that could impact the on-time and on-budget delivery of the program. The Project Commercial Director will collaborate with a diverse team comprising direct reports, consultants, contractors, contract procurement, partners, and stakeholders. The Project commercial Director will also plan and manage commercial project activities across all dimensions, accountable for project outcomes. Individuals in this role use advanced knowledge of project management processes and controls to accomplish project objectives by planning and evaluating project activities. This role will be responsible for managing direct reports. The role requires regular analytical and metrics-based reporting to Senior staff, Executive Governance Committees, and external stakeholders.
ESSENTIAL FUNCTION :
Leads development, preparation, and maintenance of Program /Project commercial functions and procedures on project cost estimation, cost control, financial risk management, contingency determination and management, and earned value management, incorporating current best practices used in the construction and transportation industries.
Ensures integration of scheduling and cost engineering practices and methods, and supports development of schedule management policies, procedures, and performance metrics. · Leads staff in the development and implementation of KPIs to assess project cost performance.
Directly or through subordinate-level staff, directs, manages, and supervises assigned staff responsible for analyzing, developing, maintaining, controlling, and/or reporting project cost, including but not limited to analyses of project cash flow, budget, and funding in accordance with grant and funding contribution agreements.
May supervise, directly or indirectly, project controls staff responsible for scheduling functions on a large project / program , including schedule controls, forecasting, and reporting.
Ensures close coordination between assigned scheduling and/or cost control staff and project management team.
Assures compliance with department change management, scheduling, and/or cost engineering practices and related project-specific requirements.
Assures quality and timeliness of recurring and ad-hoc team deliverables, including but not limited to estimates, schedules, forecasts, reports, analyses, and source data.
Oversees staff responsible for evaluation of contract change orders and amendments for impact on budget and schedule.
Oversees and participates in the development of the Engineering Capital Construction yearly plan, ensuring schedule and cost data integrity and consistency, alignment with 5-year plan, and compliance with internal and external stakeholder requirements.
May lead risk evaluation sessions or preconstruction reviews for a major capital construction project / program.
May serve as senior cost manager in the planning stage (or early stage) of a major capital construction or engineering project / program.
Serves as subject matter expert advisor on construction / engineering cost management and estimation practices, tools, and techniques to the Deputy Chief Engineer, Program Management Office, and senior leadership.
Provide technical subject matter expertise on high profile or high impact claims or disputes.
Prepare related analyses, reports, or presentations. Represent Amtrak on related negotiations.
Supports or leads efforts to develop and implement initiatives for improvement of business processes and tools, in coordination with other internal departments.
Manages consulting contracts and task orders.
May represent the Project Controls group to other departments, elected officials and outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations.
Sets goals and targets for assigned staff in support of department and company strategic objectives.
Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
Oversees and participates in the development and administration of the department budget; issues forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues. Performs other related duties

The salary/hourly range is$163,000-$211,140, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
