Deputy Village Administrator

The Deputy Village Administrator at the Village of Los Lunas is a senior leadership role, integral to the Executive Leadership Team. Reporting to the Village Administrator, the Deputy Village Administrator provides strategic leadership, administrative direction, and managerial support to assigned departments and functions. This position plays a critical role in planning, policy development, performance strategies, and complex analysis to guide decision-making and enhance the Village's overall effectiveness.

Responsibilities:

  • Serve as a key member of the Executive Leadership Team, collaborating closely with the Village Administrator and other senior leaders, including serving as the Acting Village Administrator in the absence of the Village Administrator.
  • Provide leadership support and direction to assigned departments, overseeing their operations, performance, and strategic alignment.
  • Assist in development and monitoring of the Village Budget.
  • Participate in grant writing, administration, and reporting.
  • Assist in planning, developing, and recommending organizational policies and procedures to enhance operational efficiency and effectiveness.
  • Serve as a deputy municipal clerk for the Village, supervising the full-time Deputy Clerk and ensuring oversight and accountability for the clerk duties.
  • Serve as the Safety Coordinator for the Village, ensuring administrative oversight and support for the Safety Committee.

Strategic Planning and Analysis:

  • Collaborate with the Village Administrator on strategic planning initiatives, which may include developing performance strategies and objectives to meet both current and future needs of the Village, identifying opportunities for innovation and improvement through long-term planning efforts, and providing specialized and complex administrative and management analysis to support decision-making and the formulation of strategic direction.
  • Oversee and manage multiple projects of varying sizes as needed and assigned.

Policy Development and Implementation:

  • Assist in developing, recommending, and implementing policies and initiatives that align with the Village's mission and strategic goals.
  • Ensure compliance with legal regulations, ethical standards, and best practices in all administrative and operational activities.

Relationship Management:

  • Build and maintain effective relationships with department directors, staff, elected officials, and other stakeholders; serve as a point of contact for internal and external inquiries, addressing concerns and providing information as needed.
  • Serve as Village's Public Information Officer (PIO) ensuring accurate and timely communication between the organization and the public, while adhering to relevant laws and regulations governing the release of information.

Requirements:

  • Master's degree in Public Administration, Business Administration, Public Management, Political Science, or a related field.
  • At least five (5) years of progressively responsible managerial, supervisory, and administrative experience.
  • Certified Municipal Clerk (CMC) designation: Must apply to the International Institute of Municipal Clerks (IIMC) upon hire and begin 2-year process to obtain CMC.
  • Strong leadership abilities, with the capacity to influence and guide teams toward effective outcomes.
  • Excellent communication and interpersonal skills, including the ability to communicate complex ideas clearly and concisely.
  • Ability to communicate creatively and professionally using a variety of mediums including printed materials, social media, and digital content.
  • Proficiency in strategic planning, organizational development, and policy formulation.
  • Strong analytical and problem-solving skills for complex administrative and management analysis.
  • Ability to work collaboratively within a diverse team and across various departments.
  • Knowledge of local government operations, regulations, and best practices.
  • Demonstrated integrity, professionalism, and ethical decision-making.
