This position reports to the Engineering Director/City Engineer and is responsible for planning, organizing, directing and evaluating the Transportation, Traffic, Transit and Real Estate related activities in the Engineering Department. Primary functions of this position are to analyze and plan for transportation needs, program future projects in the transportation improvement plan portion of the capital improvement program, coordinate on legislative issues, and prepare Engineering policy options and strategies in support of City initiatives. This includes working extensively with the City of Goodyear Mayor, Council, City Manager's Office, City Engineer, Government Relations, as well as State and Federal Governments, Maricopa Association of Governments, Valley Metro, Maricopa County Department of Transportation, Arizona Department of Transportation, and officials from other cities, towns, and other applicable agencies.This position is responsible for overseeing the city's Transportation Improvement Program within the Capital Improvement Program by evaluating, recommending, and implementing best practices for the administration of the Capital Improvement Program to ensure delivery of on-time and on-budget projects. This individual is responsible for coordinating and development of project scopes, completing planning and construction of transportation projects, and communicating with stakeholders. This position may respond on behalf of the Director of Engineering in her/his absence.The ideal candidate for this position will have five years or more of supervisory experience and eight or more years of experience in a government agency working with professional and paraprofessional staff, in the area(s) of transportation engineering or planning transportation capital improvement projects. The candidate will have experience working in a collaborative and fast-paced environment, with numerous stakeholders (often with competing interests), team-members and departments, to ensure successful and beneficial outcomes. - In coordination with the Director of Engineering, assists with the prioritization of projects for the Transportation Improvement Plan within the Capital Improvement Plan (CIP).
- As a subject matter expert, coordinates the work of consultants, assists in developing schedules, budgets and projections of city transportation projects and programs including a master schedule across multiple funds. Regularly attends the Capital Improvement Program (CIP) meetings to monitor transportation projects and update management and staff of scope adjustments, changes, risks and opportunities.
- Responsible for updating the City's Transportation Master Plan and ensuring compliance with Transportation related Capital Improvement Program (CIP) projects.
- Performs transportation related activities that include development and preparation of transportation projects including programming, funding, writing Council communications and participating in the public involvement process. Conducts meetings with elected officials, private developers, citizens, as well as federal, state, and regional agencies, and other stakeholders' as needed.
- Coordinates with Government Relations Staff on the involvement of the Mayor, City Council, and city management with regional and local transportation agencies, including the Maricopa Association of Governments (MAG) and Valley Metro Regional Public Transportation Agency (RPTA).
- Acts as a liaison with internal departments, officials, external organizations (including MAG and Valley Metro) and public representatives on transportation planning issues and provides strategic representation in regional multi-modal transportation planning and funding.
- Assist with the City's legislative program, including developing and implementing the City's transportation related legislative agenda.
- Gathers and reviews technical information and oversees the preparation of Council reports and memos for city leadership and elected officials. Develops recommendations for City ordinances and City code changes. Develops, negotiates and administers contracts related to programs and services managed and maintained in conjunction with the City Attorney's Office.
- Oversees and participates in the development and administration of the assigned division budget, transportation improvement plan budget, and assists with the department's annual budget; participates and forecasts funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; and implements budgetary adjustments as appropriate and necessary.
- Demonstrates the ability to identify and implement continuous improvement opportunities, increase efficiencies, decrease turnaround times and streamline workflow including customer service.
- May act on behalf of the Director of Engineering by coordinating department business in the Director of Engineering's absence.
- Formal Education/Knowledge: Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
- Experience: Minimum seven years of experience in a related field.
- Certifications and Other Requirements: Valid Driver's License
- Reading: Work requires the ability to read state statutes, federal laws, technical reports and manuals, research papers, construction plans and specifications, correspondence, legal documents, ordinances, and property legal descriptions at a college level.
- Math: Work requires the ability to perform math calculations such as advanced level algebra, geometry, trigonometry, and calculus.
- Writing: Work requires the ability to write technical reports, summarize analysis of engineering and related issues, city ordinances, and correspondence at a college level.
- Managerial: Complex -Work requires managing and monitoring work performance of a division including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department.
- Budget Responsibility: Significant - Has responsibility for final approval of at least one division budget and presents the budget(s) to Department Director and Senior Management. Is authorized to approve division budgeted expenditures for both staff and resources up to the amount that requires the approval of Senior Management.
- Policy/Decision Making: Significant - The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Projects and daily work are managed with little oversight, however special assignments and significant work products may be reviewed upon completion. Typically positions in this category are supervisory to mid-management jobs.

Within 3 months:
- Become familiar with the city, and department policies and Standard Operating Procedures.
- Attend department and city meetings with the Director, to become familiar with the department's and transportation division's projects and priorities.
- Conduct initial one-on-one meetings with all of the engineering/transportation staff that will be under the purview of the Deputy Director Position and set up reoccurring 1:1s with all direct reports, and others, as needed.
- Become familiar with the City's Strategic Plan, Transportation Master Plan, Infrastructure Improvement Plan and relatedCapital Improvement Program (CIP)projects.
- Establish working professional relationships with all managers and supervisors in Development Services, Finance, and Engineering departments.
- Work closely with the CIP project managers to understand each of the Transportation and Traffic CIP projects.
- Become familiar with the department budget within the Deputy Director's areas of responsibility.
- Become generally familiar with the City's transit and paratransit services.
- Gain an understanding of transportation-related performance measures and recommend changes, where appropriate.
- Gain a clear understanding of each of the City's Core Values along with the expected behaviors associated with each and ensure that you, along with the team are modeling those behaviors.
Within 12 months:
- Establish and maintain effective working relationships with the city traffic engineer, other department directors, deputy directors, city manager's office, and elected officials.
- Evaluate existing transportation priorities, projects and services for the Engineering Department and make recommendations for any changes to the Engineering Director.
- Evaluate in coordination with the Engineering Leadership Team, develop and administer Standard Operating Procedures for various business processes for the benefit of internal and external customers
- Engage in the development and advocacy of Transportation Projects for the Fiscal Year 27-31 CIP
- Identify opportunities to seek Federal Funding for Streets and Traffic Projects, and research upcoming “calls for projects” for the City to apply for projects.
- Engage in an ownership role on the Engineering Department's Strategic Plan Items(s) related to Transportation/Transit.
- Foster a team-oriented environment with a focus on staff development, continuous improvement and modeling the City's Core Values.
- Champion at least one significant continuous improvement initiative for a process(es) within the Deputy Director's area of responsibility
