Description Position at MTA HeadquartersJOB TITLE: Deputy Director, EAM Value Realization SALARY RANGE: $160,000 - $175,000 HAY POINTS: 1096 DEPT/DIV: Strategic Initiatives \ Enterprise Asset Management SUPERVISOR: Director, Enterprise Asset Management LOCATION: 2 Broadway New York, NY 10004 HOURS OF WORK: 8:00 am - 4:30 pm (7 1/2 hours/day) This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire. SUMMARY The MTA Enterprise Asset Management team manages a growing and transformational portfolio of enterprise programs and projects, focused on introducing best practices in asset maintenance, management and reliability, improving business processes, standardizing and unifying asset data and information systems, adopting new technologies and developing new skills that will enable managing our assets more efficiently and supporting fact-based decision-making. The group is also responsible for helping agencies improve key performance indicators that will promote alignment of MTA strategic objectives, strategies, and practices across the organization, from the strategic to the operational levels. Our vision is to achieve asset management excellence by realizing continuous incremental improvements following best practices and partnering with internal groups and external organizations to foster strategic innovation across the agencies. This new role will help identify, execute, and coordinate the physical asset strategies and maintenance practices across the MTA to improve its effectiveness, efficiency, and the reliable delivery of service. This position will work with operating agency leadership to identify, quantify, and deliver improved outcomes in maintenance and capital investment around the approximately $1.5 trillion of physical assets in the MTA network. Initiatives led by the deputy director will be centered around delivering operational benefit from the processes and data that make up the MTA's EAM information system, and other relevant supporting data sets. Target outcomes are centered around three tenets of our asset management program: asset reliability, resource efficiency, and transparency into capital program needs. Additionally, this position will help develop best practices around using and extracting value from EAM systems and other modern technologies to deploy across the MTA. Their efforts will help develop a continuous improvement mindset and utilization of data analytics to establish more efficient management and maintenance practices of our physical assets. The selected individual must be able to garner cooperation and support from both senior executive and agency / C&D subject matter experts who to use the EAM data to make decisions on a day-to-day basis. The purpose of this position is to provide leadership that results in strategy, methodology and metric development as well as deliver value-adding and meaningful outcomes for the MTA agencies. This will involve the execution of projects that enable the alignment of asset management business requirements, process improvements and systems implementations across the agencies and headquarters. This deputy director-level position leads cross functional teams to deliver value-added projects related to complex business improvements and information systems projects that cut across operating agencies, organizational levels and business functions. The role requires forward thinking leadership and extraordinary business intelligence to define enterprise-level business requirements, optimize end-to-end business processes and achieve the operating and financial goals set out by the executive team. In this role, the incumbent must provide the vision and guidance to the operating agencies in their continuous improvement efforts for process optimization, standardization in the operational and maintenance activities to achieve short term and long-term productivity gains. The Deputy Director must organize, articulate, and drive the agenda, prioritize overall project pipeline, plan, and prioritize overall resource requirements, establish and govern delivery method standards, and track execution across the overall project portfolio. As part of the Strategic Initiatives EAM team, the Deputy Director will lead enterprise initiatives and information system integration projects from the strategic and tactical levels which deliver required business outcomes as set out by agency leadership teams. This function also serves as a center of excellence (CoE) in business analysis and best practice for the MTA, assisting the operating agencies in developing a continuous improvement mindset and to guide outcome driven initiatives at the operational level.
