Deputy Co Surveyor

Performs difficult advanced technical work providing leadership and supervisory assistance to the County Surveyor in the areas of administering land survey, mapping, and Federal Public Land Survey System (PLSS) activities in the County; performs professional land survey work as determined by State and Federal laws and County Board actions, and development and execution of County policy and programs relating to County survey activities. Work is performed under the limited supervision of the County Surveyor. Departmental supervision is exercised over all personnel within the Department.

  • Directs and coordinates the development of systems for the review of subdivision plats, Common Interest Community (CIC) plats, Registered Land Surveys (RLS), and Torrens applications. Approves, and in the absence of the County Surveyor, signs subdivision plats, CIC plats, and RLS for compliance with State statutes, county regulations and policies, and professional standards.
  • Uses independent judgment providing supervision and leadership to personnel under position's span of control; makes and participates in decisions on matters of hiring, transfer, suspension, layoff, recall, promotion, discharge, assignment, reward, adjusting grievances or disciplining employees under position's span of control; sets goals and objectives for others to work towards and monitors performance; creates and maintains a positive work environment fostering effective performance of staff.
  • Provides instruction to staff on use of instruments and surveying methods and techniques; responds to questions from private surveyors and County residents on location of government corners and survey-related issues; prepares reports and maintains records of corners.
  • Directs and coordinates the development of systems to support and preserve the Federal Public Land Survey System (PLSS) and the county's geodetic control network. Directs staff in the procurement and use of support technologies such as Global Navigation Satellite Systems/Global Positioning Systems (GNSS/GPS), Geographic Information Systems (GIS), Computer Aided Design (CAD), and associated computer software systems.
  • Directs and coordinates the development of systems for the development of highway right-of-way plats used for highway right-of-way acquisition. Assist with preparing and generating parcel sketches, exhibits, legal descriptions, documents, and highway right-of-way plats for various highway projects, assists with land title research and analysis on parcels for right-of-way acquisition. Reviews, approves and in the absence of the County Surveyor, signs highway right-of-way plats prepared by technicians and consultants for right-of-way acquisition.
  • Represents the Department by providing Professional Land Surveying services to County Board, municipalities, and other County Departments; participates in various meetings for County Board and public meetings; responds to citizen groups and individuals to resolve land survey questions.
  • Develops and implements long-term planning goals.
  • Contributes to the development of the Department budget.
  • In the absence of the County Surveyor, represents the County at various leadership and multi-jurisdictional meetings.
  • Performs other duties and activities as assigned.

Education and Experience: Bachelor's degree in land surveying, or related field, and three years of experience in land surveying with some progressive supervisory experience preferred, or equivalent combination of education and experience.

Special Requirements:

  • Currently a Licensed Professional Land Surveyor in State of Minnesota or able to obtain the licensure within one year of employment.
  • A valid driver's license or evidence of equivalent mobility is also required upon hire.

Knowledge, Skills and Abilities: Knowledge of local, State, and Federal laws and regulations related to land surveying; knowledge of the principles and practices of land surveying and subdivision platting; knowledge of the Federal Public Land Survey System (PLSS); knowledge of drafting and preparing maps and drawings; knowledge of relevant collective bargaining agreements as they govern the management of personnel within the Department; knowledge of or ability to learn County government work flows and processes; knowledge of budgeting principles sufficient to develop and manage a Department budget; skill in the use of standard office equipment, including computer and software programs; proven leadership qualities with ability to motivate employees; verbal and written communication skills sufficient to effectively draft and present technical information and respond to questions from a wide variety of audiences; reading comprehension skills sufficient to understand and interpret complex legal and technical documents; interpersonal skills sufficient to exchange and/or convey information, receive work direction, and maintain effective working relationships; ability to measure lines, angles, elevations of natural and manmade features; ability to draft legal property descriptions and understand and interpret recorded property descriptions; ability to plat and design land subdivisions, including the topography and alignment and grades of streets; ability to draw maps from survey information, records and drawings; ability to establish and maintain a survey filing system; ability to pay attention to detail and effectively organize time and anticipate, plan and successfully respond to changing circumstances; ability to perform all job duties in compliance with safety guidelines and with an ongoing awareness of safety practices; ability to communicate courteously and professionally while maintaining positive working relationships with others when carrying out all job functions.

This work requires the occasional exertion of up to 25 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires standing, walking, sitting, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and repetitive motions and occasionally requires climbing or balancing, tasting or smelling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to the risk of electrical shock, exposure to vibration and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).
