The Mayor's Office of Climate and Environmental Justice (MOCEJ) is a team of architects, lawyers, data and climate scientists, engineers, policy advisors, geologists, and city planners working to create a city where our 8.8 million New Yorkers can live, work, learn, and play in healthy, resilient, and sustainable neighborhoods. The Deputy Chief of Staff will provide high-level strategic, operational, and organizational support to the Director, Chief of Staff, and senior leadership team; assist with overseeing agency coordination, policy, and program development; co-lead on funding and grant management, and execution of climate and environmental priorities while modeling values of collaboration, sustainability, and equity. The Deputy Chief of Staff will lead and oversee a high-priority strategic initiative to be determined based on organizational needs.
Leadership Strategy and Support:- Support all aspects of MOCEJ in tandem with the Chief of Staff, including providing strategic leverage for the Executive Director and senior management team across the policy teams.
- Advise on stakeholder, organizational, and employee engagement strategy, including diversity and inclusion as well as civic and community participation.
- Support the management and coordination of agency relationships and actions to ensure the execution of key milestones across the policy teams.
- Support and provide strategic direction and analytical support to program and policy staff and the Director, including quantitative and qualitative data analysis that produces accurate and well-thought-out recommendations, to help shape the development of climate policy, partnerships, and communications.
- Work with the Chief of Staff and senior leadership team to develop and execute office strategy.
Office Operations:- Develop and manage standard operating procedures with the Chief of Staff to advance City and climate priorities and elevate issues within City Hall.
- Prepare agendas, take notes, and prepare meeting summaries as necessary.
- Monitor and coordinate various office management tasks, such as budget, personnel matters, and other sensitive or confidential tasks, as may be assigned by the Chief of Staff.
- Represent MOCEJ at meetings and other relevant events.
- Track and collect data on project outcomes to inform future funding and implementation decisions.
- Provide guidance on all documents that come into and leave MOCEJ to ensure high quality, timely responsiveness, and superior performance, especially major office reports and agreements.
- Execute special projects and organizational tasks, and perform other related duties, as assigned.
Budget and Contract Management:- Build project tracking documents for increased visibility on Director's priority projects and commitments and advance the development and delivery of reporting tools related to Climate Budgeting, the annual OMB budgeting/new needs cycle, PlaNYC, Environmental Justice planning, and other MOCEJ annual reporting needs.
- Support the management of budgets and contracts to ensure timely delivery of work, payments, and executions in addition to consultant management and identifying and elevating critical issues.
- Provide support to City Hall, MOCEJ teams, and City agencies in developing and prioritizing funding requests for MOCEJ and Citywide projects and programs.
- Advance and coordinate MOCEJ's budget priorities with the Office of Management and Budget (OMB), City agencies, and other funders.
Funding and Grant Strategy:- Conduct research to identify potential funding opportunities and sources for climate and environmental justice work from government agencies, foundations, philanthropic, public/private, and third-party funding.
- Collaborate with MOCEJ teams to ensure alignment of grants with program goals and strategies.
- Share information about grant-funded projects, coordinate project timelines, and resolve issues as needed.
- Review grant proposals and assist in their integration into MOCEJ's broader strategic plans.
- Monitor grant expenditures and prepare/review reporting requirements to support compliance.
- Advance and coordinate MOCEJ's budget priorities with the Office of Management and Budget (OMB), City agencies, and other funders.
About You - You have proven experience in grant management, including grant writing, budgeting, compliance, and reporting. You have strong analytical and financial skills with the ability to analyze data, track expenditures, and provide accurate financial reports. You have excellent organizational skills and attention to detail, ensuring timely and accurate completion of grant, budget, and reporting tasks by relevant deadlines. You have demonstrated project and information management to solve problems and to think proactively and critically. You have exceptional written and verbal communication skills, with the ability to convey complex information in a clear and compelling manner. You have demonstrated the ability to work collaboratively in a team environment and effectively engage with diverse stakeholders. You are familiar with relevant funding sources, such as government agencies, foundations, and grant-making institutions. You are proficient in grant management, budgeting, and other such software, as well as Microsoft Office Suite. You have New York City, state, or federal government work experience, or relevant technical or community-based organization professional experience, a plus.
Minimum 3 years' experience with a Bachelor's degree in a relevant field (e.g., business administration, public administration, environmental science, urban planning, energy policy, sustainability and resiliency, public policy, or a related discipline). An advanced degree is a plus.
