Salary : $82,971.20 - $120,348.80 Annually Location : Brooksville, FL Job Type: Full-Time Job Number: 14308 Department: Development Services Division: Building Division Opening Date: 07/28/2025 Closing Date: 8/11/2025 11:59 PM Eastern FLSA: Exempt Bargaining Unit: N/A Description Responsible administrative and technical work in the interpretation of national, regional, and local building codes and related County ordinances and policies. This position oversees and supervises the Plan Review and Inspection Sections of the Building Division and assumes the duties of Building Official for the County in the absence of the regular Building Official. Examples of Duties The following statements describe the principal functions of this job and its scope of responsibility but shall not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the workload.
  • Plans, organizes, leads, and controls the activities of the Plan Review and Field sections under the direction of the Building Official.
  • Serves as the Building Official in the absence of the regular Building Official.
  • Reviews work load and procedures regarding field inspections. Measures field inspection quality control through quality control inspections and reports.
  • Reviews work load and procedures regarding plan review. Measures plans review quality control through quality control reviews and reports.
  • Participates and assists Building Official in personnel matters relating to field inspectors and plans examiners.
  • Interprets building codes, and makes independent judgments in enforcement matters. Interprets and explains complex codes and compliance procedures to owners, officials, contractors, and the general public. Hears and investigates complaints.
  • Prepares oral and written operation reports.
  • Inspects existing structures for compliance with applicable codes; condemns unsafe structures in the absence of the Building Official; initiates demolition procedures when necessary.

Emergency Response County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description. Typical Qualifications Education
  • High school graduate or equivalent (GED) required.
  • A two-year degree from an accredited college/university with a major course study in building construction, architecture, or engineering preferred.
Experience
  • Two (2) years' experience in an equivalent position.
  • Ten (10) years' experience or equivalent as an architect, engineer, inspector, plans examiner, contractor, superintendent of construction, supervisor in a building department, or any combination of these, for five (5) years of which shall have been in responsible charge of work.
Licenses, Certifications or Registrations
  • Must possess certification as a Standard Inspector in at least one discipline and Standard Plans Examiner Certification in at least one discipline (building, electric, mechanical, plumbing). Must possess or obtain a Standard Certification as State of Florida Building Code Administrator with one (1) year.
  • Must have and maintain a valid Florida driver's license with a good driving record as defined by current carrier.
  • Licensed contractor in the State of Florida preferred.
Required Competencies
  • Knowledge of the methods and practices involved in all phases of building construction, including plumbing, electrical, and mechanical installation.
  • Knowledge of national, regional, state, and local construction codes and their interpretation, application, and enforcement in field inspections.
  • Knowledge of possible faults and defects of building construction and in the installation of plumbing, electrical, and mechanical installations.
  • Ability to gain knowledge of Department, County, and legal policies, procedures and practices and the geography of the County.
  • Ability to coordinate and review the technical work of inspectors and plans examiners engaged in the enforcement of codes, ordinances, and regulations.
  • Ability to prepare and present written and oral technical and operational reports.
  • Ability to maintain effective working relationships with officials, owners, contractors, department heads, Advisory Boards, and the general public.
