Job Description Summary
This position is responsible for providing operational oversight for the National Criminal Justice Training Center (NCJTC) programs. The Deputy Administrator reports directly to the Program Administrator and will manage and supervise employees, oversee the delivery of training, technical assistance, and other services, and assist with planning and guiding the direction of NCJTC programs under both grant funded and cost recovery programs. The Deputy Administrator represents the interests of the College and the NCJTC to ensure that all project goals and objectives are achieved and delivered on time and within budget.
Essential Functions and Responsibilities
The following duties are essential for this position. Employees are expected to perform each job duty satisfactorily to be qualified for the position. Other duties may be required and assigned.
- Lead programmatic efforts to successfully carry out our mission, vision and strategic objectives across all NCJTC programs and offices.
- Ensure both the content and the delivery of training, technical assistance and other services meet NCJTC's standards for programmatic excellence.
- Supervise staff and Associate employees responsible for training, technical assistance, and services delivered remotely and in the field.
- Oversee the development, refinement, and management of all training curriculum and associated course materials.
- Oversee the selection, training, management and supervision for all Associate employees.
- Maintain relationships with grantors and funding agencies to ensure goals and deliverables are achieved and adjust project plans as necessary.
- Write grants or professional publications, prepare progress reports, and serve as a subject matter expert to the funding agency and NCJTC.
- Lead new efforts as assigned by grantors and NCJTC executive leadership.
- Provide recommendations for new training and technical assistance initiatives.
- Participate in collaborative meetings with other areas of NCJTC to strengthen programs and share resources; perform other related duties as necessary for effective administration of the program(s).
Minimum Qualifications
Education and/or Experience Requirements:
- Bachelor's Degree in Criminal Justice, Public or Business Administration, or other appropriate area. Master's Degree preferred.
- Ten+ years of management experience in a government or criminal justice agency.
- Five years of teaching, counseling, or supervisory experience with demonstrated leadership and experience in the program area.
- Experience in these preferred areas:
- Federal grant peer review.
- Managing major program initiatives and large-scale projects.
Licenses, Certifications, and Other Requirements
- Requires valid Driver's License.
- Subject to FVTC's Motor Vehicle Records Disclosure Check.
- Skills and Abilities:
- Establish and maintain effective work relationships with faculty, staff, and external agencies and organizations.
- Interact effectively with officials at federal, state, tribal and local government levels.
- Work independently with frequent time-sensitive demands.
- Work extended hours and travel frequently.
- Deliver high-quality programming on each assignment.
- Communicate effectively with a diverse client base.
- Identify problems and needed action without instruction.
- Organize and assign work to subordinate personnel.
- Coordinate and develop interagency collaboration.
- Work in a politically sensitive, high-stress environment.
- Knowledge of:
- Essentials of effective adult learning.
- FVTC policies, government regulations, and financial requirements pertaining to project funds.
Work Environment
Work can be completed in a virtual environment; travel is required for this position and work will be done offsite and in the classroom.
Physical Requirements
- Sitting for extended periods; performing tasks and using computer systems.
- Mobility may be necessary for meetings, tours, or events.
- Occasional lifting and carrying of light to moderate items.
- Climbing stairs or ladders, if applicable.
- Fine motor skills for writing on a whiteboard or using instructional technology.
- Repetitive motions such as typing.
- Clear verbal and written communication, interacting with employees, candidates, and stakeholders.
- Travel for teaching, fieldwork, or professional development.
- Valid driver's license and ability to operate a vehicle if driving is required.
