Job Title: DCS (Dry Combat Submersible) / DDS (Dry Deck Shelters) Planner

Job Location: Little Creek, VA

Travel: CONUS and potential OCONUS

Purpose:The purpose of this contract is to provide subject matter expertise through program management, engineering, technical, logistics and knowledge-based services in support of Dry Combat Submersible (DCS) units, Dry Deck Shelters (DDS), Seal Delivery Vehicles (SDV), Shallow Water Combat Submersible (SWCS) and other support equipment to ensure assets are mission ready.

Responsibilities (include but not limited to):

  • Serve as a DCS/DDS Planner, responsible for providing the technical expertise for planning work packages in support of maintenance on DCS/DDS. Responsibilities include providing the technical and administrative expertise for the research, planning and development of Controlled Work Packages, ensuring that all certification and technical requirements are met for all maintenance done within the DSS –SOC and GL boundaries.
  • Determine the technical and material requirements required to conduct DCS/DDS maintenance within the DSS-SOC and GL boundaries.
  • Perform configuration/ship checks to establish the scope of the work to be performed.
  • Research and identify quality assurance controls and requirements.
  • Interface with the Supply Department and Repair Parts Petty Officer (RPPO) for assignment of document numbers, stock numbers, material identification and microfiche, identifying contractors/sources of non-stock items, providing buyers with technical requirements, determining allowable material substitutions.
  • Conduct research of technical information (including technical manuals, technical specification, etc.) for providing information to the DCS/DDS Platoon and DCS/DDS Maintenance personnel.
  • Conduct technical procedure and data research, assist in preparation of Liaison Action Request (LAR), Technical Manual Deficiency Evaluation Reports (TMDER), and Technical Feedback Reports (TFBR) to the DCS/DDS Planning Yard.
  • Provide Technical support and information to various contractors as required.
  • Assist in planned and corrective maintenance requirement requests and in developing CWPs/FWPs to successfully accomplish the required maintenance within the DSSSOC and GL boundaries of DCS/DDS or associated ancillary equipment.
  • Assist with CWPs/FWPs to include procedure for maintenance and testing requirements, estimated requirements of personnel, equipment, and tools, arranging for required personnel and equipment from qualified contractors and/or other federal activities, and preparation of material requisitions.
  • Assist with ensuring CWPs/FWPs have all the technical documentation supporting the work requirements, testing requirements, Objective Quality Evidence (OQE), and required QA documents are filled out and included in the CWP.
  • Assist in establishing and maintaining a computer based electronic system for the indexing and filing of all generated and completed CWPs/FWPs.
  • DCS/DDS Maintenance or contractor personnel will be relied upon to resolve technical, equipment, procedural and material problems that may arise. Assist in training NAVY personnel in all aspects of planning, technical research, and technical documentation preparation, including planning support for forward deployed units.
  • Participate in the weekly meetings, and update the chain of command on the current status of product development and approval of packages.
  • Requirements and Education:

  • HS Diploma or GED plus ten (10) years related experience or BA/BS and six (6) years related experience.
  • Minimum ten (10) years of experience with U.S. Navy submarines or submersible platforms.
  • Minimum ten (10) years of experience with submarine mechanical and electrical systems or components.
  • Minimum ten (10) years of experience with electrical or mechanical systems.
  • Experience with supply chain or inventory management.
  • Knowledgeable about Naval quality assurance programs.
  • Knowledgeable about NAVSEA 9290 requirements.
  • Must be able to embark upon surface support vessels in local waters to support testing.
  • Secret level Clearance.
  • Prior Military experience preferred.
