Start your journey towards success! We are currently accepting applications for an IT Security & Compliance Specialist II at NC National Guard of the North Carolina Department of Public Safety.

This is an INTERNAL POSTING open ONLY to current the NC Department of Public Safety's current employees and eligible RIF candidates. Temporary employees are eligible to apply.

Responsibilities
  • Provide leadership and oversight of organization-wide cybersecurity and compliance efforts, ensuring alignment with industry standards and regulations.
  • Develop and implement advanced security measures and protocols, including network control mechanisms and application access controls, to safeguard against unauthorized access and cyber threats.
  • Conduct comprehensive security scans on network systems, application systems, and other computer equipment.
  • Contribute to risk management, business continuity planning, and disaster recovery plans.
  • Identify, analyze, and mitigate threats to internal IT systems and networks using advanced techniques and technologies.
  • Drive testing, implementation, deployment, maintenance, and review of infrastructure hardware and software to manage network and security resources.
  • Proactively monitor networks to detect and remediate unauthorized activities and respond swiftly to crises or urgent situations.
  • Perform in-depth assessments of systems and networks to identify deviations from configurations, agency policies, and regulatory requirements.
  • Execute Defensive Cyberspace operations to support mission requirements as directed by senior leadership.
  • Provide mentorship and guidance to junior team members, fostering professional development and enhancing overall team capabilities.

The North Carolina Department of Public Safety (DPS) safeguards lives and property through prevention, protection, and preparation and employs a diverse workforce across multiple missions including law enforcement, emergency response, and homeland security.

Minimum Education and Experience

The Minimum Education and Experience is REQUIRED to qualify for this position. Management Preferences, including Knowledge, Skills, and Abilities (KSAs), are not required but may be used to determine the pool of most qualified applicants. Managers may interview/select applicants who demonstrate Management Preferences.

All work history and education (including accurate dates) must be documented on the application. Transcripts may be attached to supplement education and work experience. Supplemental Questions are required and must reference listed education or work experience. A complete application maximizes qualification potential and salary considerations based on qualifications, internal equity, and budget.

Management Preferences
  • Experience with vulnerability databases like CVE, NVD, and exploit databases to keep up with the latest threats.
  • Experience in reverse engineering to analyze malware and develop custom exploits.
  • Experience leading a team, assigning tasks, guiding, and ensuring timely delivery of assessments.
  • Experience conducting complex penetration tests on networks, applications, and systems, identifying vulnerabilities and assessing impact.
Transcripts
  • Transcripts may be attached; unofficial transcripts are recommended to assist in crediting education and substituting experience. Degrees and transcripts must be from an accredited institution.
  • Applicants with college credits but no degree should attach unofficial transcripts to receive credit for education.
  • International degrees/transcripts must be evaluated by a recognized service; see NACES for options.
Military Experience
  • Veteran's Preference: attach a DD-214 form with appropriate discharge information.
  • National Guard Preference: a current NC National Guard member must attach an NGB 23A (RPAS); a former member with at least 6 years and honorable discharge must attach DD256 or NGB 22.

The department adheres to the PREA standards and conducts PREA-related background checks where applicable. Selected applicants for PREA-subject positions will undergo PREA-specific checks. Previous convictions may affect eligibility for certain positions.
