Human Resources Solutions (HRS) - Staff Analyst II (CPS Processing Analyst)

Human Resources Solutions (HRS) supports the human resources needs of the Department of Social Services, the Human Resources Administration, and the Department of Homeless Services through strategic partnership and collaboration, aiming to create an inclusive, motivated, and client-centered workforce.

The HRS/Comprehensive Personnel System (CPS) Unit is recruiting for one (1) Staff Analyst II to serve as a CPS Processing Analyst. The responsibilities include:

  • Utilize the Comprehensive Personnel System (CPS) to review and approve Personnel Request Forms (PRF) and Ticket Change Notices (TCN) submitted by RCs for all personnel actions such as hires, attrition replacements, backfills, promotions, demotions, title changes, transfers, labor relations orders, salary adjustments, and ticket de-obligations.
  • Respond to telephone inquiries regarding personnel movements, maintaining confidentiality and exercising discretion.
  • Collaborate with other HRS units, including Classification, Salary Administration, Processing, Recruitment, and Personnel Action Request (PAR), to verify and review CPS actions.
  • Assist in preparing daily data entry reports of all CPS personnel actions for fiscal impact analysis.
  • Prepare analytical data for variance reports comparing actual headcount and obligations against the budget to assess vacancy levels.
  • Minimum Qualifications

    1. A masters degree from an accredited institution in fields such as economics, finance, accounting, public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a related field.

    2. Or a baccalaureate degree with two years of relevant professional experience in areas such as budget administration, accounting, economic or financial research, management analysis, personnel or public administration, recruitment, classification, labor relations, benefits, staff development, employment planning, labor market research, economic planning, social services, or fiscal management.

    Special Note: To qualify for Assignment Level II, candidates must have an additional year of relevant professional experience after meeting the minimum requirements.

    Preferred Skills
    • Proficiency in Microsoft Word and Excel.
    • Experience in report preparation and strong analytical skills.
