Please seejob brochurefor additional information.THE COURTSacramento Superior Court is a consolidated court with all legal functions, operations, and administration governed by the Presiding Judge and Court Executive Officer. The Sacramento Superior Court judges and subordinate judicial officers hear proceedings in five separate facilities, located within 12 miles of the main courthouse located in downtown Sacramento. The Court's budget is comprised of funding from several different sources – the State Trial Court Trust Fund, local revenue, and other (non-State) revenue. Most of the Court's budget pays for the salaries and benefits of its employees. The remaining budgetary funds go to operating costs, such as supplies and equipment, technology and court facilities.COMPENSATIONA competitive salary, commensurate with education and experience, will be offered for this position. In addition, benefits are provided which include: vacation and sick leave, holidays and bereavement leave, medical, dental and vision benefits, life and long-term disability insurance, and deferred compensation. Retirement is through the Sacramento County Employee's Retirement System (SCERS) with reciprocity with PERS and other 1937 Act retirement plans. The retirement formula is based upon entrance into the retirement system.GENERAL RESPONSIBILITIESActing under the direction of the Presiding Judge and consistent with the law and rules of court, the Court Executive Officer (CEO) is responsible for overseeing the management and administration of nonjudicial operations of the Court.DISTINGUISHING FEATURESThis is an at-will executive management position serving at the pleasure of the Court. The CEO manages and oversees the overall administration of the Court including allocation of resources to promote access to justice for all members of the public. The CEO functions to maximize the efficient use of judicial and other resources, increase efficiency in court operations, and enhance service to the public. The CEO is expected to provide innovative and creative leadership.Under the direction of the Presiding Judge and in conformance with statutory responsibilities of the Clerk of the Court, the Court Executive Officer performs the following duties:
Provide general direction to and supervision of the employees of the Court.Draft and administer a personnel plan including wage and job classification, recruitment, selection, training, development promotion, discipline and removal of nonjudicial employees of the Court consistent with state statutes and California Rules of Court 10.670.Make recommendations to the Presiding Judge on budget priorities; prepare and implement court budgets including payroll, accounting and financial controls; employ sound budget and fiscal management practices and procedures to ensure that annual expenditures are within the Court's budget.Negotiate contracts on behalf of the Court in accordance with established contracting procedures and all applicable laws.Supervise and employ efficient calendar and case flow management systems, including analyzing and evaluating pending caseloads and recommending effective calendar management techniques.In conjunction with the Sacramento County Sheriff's Department, develop and implement a security plan for the Court.Plan physical space needs. Purchase and manage equipment and supplies.Manage the Court's jury system.Manage a uniform record keeping system. Collect data on pending and completed judicial business and internal operations as required by the Court and the Judicial Council.Develop and implement a court wide strategic technology plan. Analyze and implement technological and automated systems to assist the Court.Represent the Court in matters involving the media, community organizations, educational institutions and other government agencies. Provide a clearinghouse for news releases and other publications for the media and public.Perform other duties as directed by the Presiding Judge.Education: A master's degree from an accredited college or university in public administration, business administration, court administration, accountancy, communications, public relations or a closely related field, or a Juris Doctorate degree.-And-Experience: Five (5) years of progressively responsible managerial experience in a court or other organization with responsibility for managing staff and activities for major operational or administrative functions or programs.-Or-Education: A bachelor's degree from an accredited college or university in public administration, business administration, court administration, accountancy, communications, public relations or a closely related field.-And-Experience: Seven (7) years of progressively responsible managerial experience in a court or other organization with responsibility for managing staff and activities for major operational or administrative functions or programs. -Or-Experience:Ten (10) years of progressively responsible managerial experience in a court with responsibility for managing staff and activities for major operational or administrative functions or programs.The selected candidate must have demonstrated experience in operational planning, policy formulation, budget development, personnel management, labor relations, document/case record management, and current technology.KNOWLEDGEThe selected candidate must have demonstrated knowledge of the organization and functions of California state government including the organization and practices of the judicial, legislative and executive branches; principles, practices, and trends of public and judicial administration, principles and practices of policy formulation and development; state and local court rules and regulations relating to criminal and civil case processing.ABILITIESThe selected candidate must be able to perform a variety of complex, specialized, and sensitive management duties including, but not limited to, the following: develop and implement court strategic plans in the area of personnel, technology, and budget; negotiate contracts on behalf of the court; establish and maintain effective working relationships with court employees, judges, attorneys, government officials and the general public.MANAGEMENT STYLE, SKILLS, AND PERSONAL TRAITSThe selected candidate must have excellent people and communication skills. He or she should be diplomatic, politically aware, and decisive, take initiative and inspire creativity. The selected candidate should be able to operate a decentralized court system which is dispersed over a large geographic area, effectively delegate responsibility where appropriate, recruit and select well qualified, diverse staff, and be accessible to and visible with line staff. The selected candidate must also be able to develop and sustain successful working relationships with judicial officers and court employees as well as a variety of large organizations including justice partners, legislative bodies, the Judicial Council of California , and other public and private organizations. This person must be committed to due process and be able to clearly say yes or no as appropriate. Some travel is required.All employment offers are contingent upon a vote of the bench and successful completion of a criminal background investigation, which involves fingerprinting. Convictions, depending upon the type, number and recency, may be disqualifying.Must have or obtain a valid California driver's license.Typical Physical RequirementsThis position requires strength, coordination and vision to use a keyboard and video display terminal on a daily basis; frequent communication; dexterity and coordination to handle files and single pieces of paper; occasional lifting of objects weighing up to 25 lbs. such as files, stacks of papers, reference and other materials; moving from place to place within an office; some reaching for items above and below desk level; use of office equipment, including computer, telephone, calculator, copier, scanner, and facsimile.Typical Working ConditionsWork is performed in an office environment throughout the Sacramento Superior Court's six facilities as well as periodic travel to neighboring courts and administrative agencies.
