Employees in this class manage the institution's entire maintenance program and directly supervise Correctional Maintenance Officer Managers and indirectly supervise Correctional Maintenance Officers. Employees in this classification receive managerial supervision from an Assistant Warden, Warden or other administrative official.The Correctional Maintenance Services Manager II manages a maintenance program so large that it requires supervisory responsibility for Correctional Maintenance Officer Managers to effectively manage the overall work of the staff of Correctional Maintenance Officers while the Correctional Maintenance Services Manager I has full charge of a ma intenance program and has supervisory responsibility for Correctional Maintenance Officer Supervisors.POSITION DUTIESManage and control the operation of the maintenance program for correctional facilities. Employees in this class manage the institutions' entire maintenance program and directly supervise CMOM I, CMSS, CMOS, CMSO and through them indirectly supervise CMOs.ORGANIZATION AND MANAGEMENT OF MAINTENANCE PROGRAMThe CMSM II Is Responsible For Assisting With The Overall Management Of The Institutions Entire Maintenance Program. This Work Is Carried Our Through The Direct Supervision Of Subordinate Maintenance Supervisors And Officers. The Duties Involved In Carrying Out This Function Include, But Are Not Limited To The Following:Supervising Maintenance Officer SupervisorsDeveloping and revising procedures for assignments and completion of work orders.Developing and managing preventative maintenance program.Developing and implementing procedures for control and inventory of tools, equipment, and supplies.Making regular inspections of shop and work areas for safety, sanitation, security, and trade standards compliance.JOB DEVELOPMENT AND COST ESTIMATIONThe CMSM II Is Responsible For Performing Duties Associated With The Development And Analysis Of New Projects And Major Repair Needs. These Duties Include, But Are Not Limited To, The Following:Estimating the costs of materials, supplies, labor, etc., required for routine and emergency repairs.Developing detailed specifications for construction and/or overhaul work to be performed by outside contractors.Approving and preparing specifications for the requisition of equipment, supplies, tools, materials, and parts.Inspecting work performed by outside contractors to ensure compliance with contract specifications, safety codes, and work standards.Reviewing and analyzing fuel consumption and operating efficiency reports in order to project future needs and related cost.RELATED ADMINISTRATION DUTIESThe incumbent is responsible for a variety of administrative duties associated with the above-described functions. These include the following:Assists with preparing and administering the maintenance budget.Performing the full range of management duties associated with the supervision of staff, including the following:
- Recommending hiring, firing, and disciplinary actions.
- Preparing periodic employee evaluation reports.
- Preparing and administering counseling and training memorandums.
- Briefing staff on policy changes in institutional, DOC, or maintenance policies, regulations or activities and staffing changes in accordance with Manager's approval.
- Preparing staffing schedules and approving leave usage.
- Conducting staff meetings.
- Managing institutional recycling program.
- Serving on Risk Management Committee, Accident Review Board, promotional/hiring interview boards,special committee, or work groups, as assigned by the Regional Maintenance Supervisor.
- Attending new construction meetings and making suggestions for all changes needed to make the institution more economical and efficient.
MINIMUM QUALIFICATIONSExperience: Four years of experience involving the supervision of employees engaged in stationary engineering, maintenance or construction trades.Notes:
- Graduation from an accredited high school or possession of a high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Maryland Correctional Training Commission regulation. The educational requirement is set by the Maryland Correctional Training Commission in accordance with Correctional Services Article, Section 8-209, Annotated Code of Maryland.
- Candidates may substitute U.S. Armed Forces military service experience in correctional institutional specialty codes in the criminal justice field of work at a rate of two years of military experience for the required experience.
DESIRED OR PREFERRED QUALIFICATIONSPreference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- Professional experience managing an institution's complete maintenance program including: supervising maintenance officer supervisors, developing, implementing, and revising procedures, assignments, and preventative maintenance programs, and making regular inspections of shop and work areas for safety, sanitation, security, and trade standards compliance.
- Professional experience developing and analyzing new projects and cost estimates for major repair and maintenance programs including; estimating the costs of materials, supplies, labor, developing detailed specifications for construction and/or overhaul work, and approving and preparing specifications for the requisition of equipment, supplies, tools, materials, and parts.
LIMITATIONS ON SELECTIONThis position is for current Department of Public Safety and Correctional Services employees only.LICENSES, REGISTRATIONS AND CERTIFICATIONS
- Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
- Some positions in this classification may require employees to acquire the appropriate Maryland driver's license to operate motor vehicles for the transportation of inmates or supplies.
- Some positions in this classification may require employees to possess a valid Maryland 1st Grade Stationary Engineer license to operate, maintain and clean high-pressure boilers and equipment.
- Employees who have not already done so must complete and successfully pass the Entrance Level Correctional Training Course required for the Maryland Correctional Training Commission certificate during the probationary period.
