Job Description :

The Maryland-National Capital Park & Planning Commission (M-NCPPC), a six-time National Recreation and Parks Association Gold Medal Award Winner is currently seeking a highly motivated, customer service oriented, team player to serve as a Corporate Procurement Program Manager in the Corporate Procurement Services Division. Under the direction of the Corporate Procurement Director, the successful candidate will be a detail-oriented, self-motivated change agent who drives operational excellence. The mission of Corporate Procurement Services is to provide high-quality, efficient and timely procurement services while providing outstanding support and customer service to our internal and external stakeholders. Responsibilities:
  • Provide leadership and guidance of procurement processes and procedures to procurement and departmental staff
  • Oversee the development and implementation of a procurement training program that will be provided to internal and external customers
  • Provide direct supervision of select procurement staff
  • Review formal and informal bid specifications to ensure consistency with departmental objectives
  • Consult with Commission departments to engage in acquisition planning
  • Review and approve solicitation documents prior to issuance of solicitations
  • Prepare specifications and formal solicitations such as Request for Proposals (RFP); Request for Qualifications (RFQ) and Invitation for Bids (IFB)
  • Process purchase orders and contracts
  • Review emergency and sole source purchases and make recommendations for approval
  • Research and provide recommendations to the Corporate Procurement Director on bid protests
  • Make recommendations to the Corporate Procurement Director regarding administrative policies and procedures
  • Analyze procurements for cost-savings and cost reduction strategies
Highly Desirable Skills:
  • Strong knowledge of governmental procurement principles and practices, competitive bidding requirements and exceptions
  • Knowledge and experience with governmental purchase card programs
  • Experience developing and implementing procurement training programs for internal stakeholders and the vendor community
  • Excellent leadership and interpersonal skills including written and oral communication; editing, proofreading, grammar, analytical, problem solving, organization and decision-making skills
  • Excellent supervisory skills. Ability to motivate staff and to delegate, supervise and review work of subordinate staff
  • Ability to effectively organize multiple tasks and projects, analyze complex information and develop solutions
  • Ability to speak in public, facilitate meetings and trainings, make presentations and negotiate contracts/agreements
  • Ability to get along well with coworkers and maintain effective work relationships including and work in a fast paced, team-oriented environment
  • Knowledge of principles of total cost analysis, vendor management and supply base analysis
  • Ability to interpret customer needs and solve difficult customer service issues
  • Professional certifications from a recognized Purchasing Association such as CPPB (Certified Professional Public Buyer), CPPO (Certified Public Purchasing Officer), or CPSM (Certified Professional in Supply Management)
Minimum Requirements:
  • Bachelor's Degree in Purchasing, Accounting, Auditing, Business Administration, or any related field.
  • Six (6) years of progressively responsible experience in procurement and contracting that includes a minimum of two (2) years of lead or supervisory experience.
  • An equivalent combination of education and experience may be substituted, which together total ten (10) years.
  • May be subject to drug and alcohol testing.
