Required Skills & Experience

  • Experience with government contracting or purchasing
  • Familiarity with legal and regulatory requirements
  • Strong organizational skills and attention to detail
  • Excellent communication and negotiation abilities

  • Experience working with public entities (e.g., city, county, special districts)
  • Planning experience
  • Familiarity with contracts specific to city, county, and special districts
  • Relevant certifications, such as:
  • Certified Public Procurement Buyer (CPPB)
  • Certified Public Procurement Officer (CPPO)
  • National Institute of Government Procurement – Certified Procurement Professional (NIGP-CPP)
  • Other certifications in procurement, supply management, supply chain management, or logistics
  • Experience in contract administration or procurement within a U.S. public agency or organization

Job Description

Essential Functions

1. Solicitation Support (25%)

  • Collaborate with District staff to develop solicitations:
  • Request for Proposals (RFPs)
  • Request for Bids (RFBs)
  • Tasks include:
  • Creating timelines
  • Preparing addendums
  • Issuing formal notifications, memos, and letters
  • Coordinate with Risk Management and/or Legal Counsel as needed

2. Contract Negotiations (30%)

  • Prepare, negotiate, and execute contracts with public and private entities
  • Engage Risk Management and/or Legal Counsel during negotiations

3. Contract Management (15%)

  • Oversee agreements and contractual documents
  • Responsibilities include:
  • Collecting and reviewing vendor documentation (e.g., tax status, insurance, banking info, surety bonds)
  • Ensuring compliance with contractual terms

4. Document Records Maintenance (15%)

  • Manage and maintain contract-related documents:
  • Contracts
  • Insurance records
  • Bonding information
  • Correspondence
  • Utilize District's Record Center, Shared Drive, and other repositories

5. Additional Responsibilities (5%)

  • Assist the Sanitation District Purchasing Manager with policy and procedure updates
  • Support various assigned projects

Compensation

Hourly Rate: $32–$38/hr
