Position DescriptionContract Administration Manager I:Oversees and manages policy for advanced and complex contract duties in support of large scope, high-dollar or high-risk contracts. Oversees the execution and administration of contracts by defining requirements, participating and advising on negotiations and ensuring compliance with policy, law and acceptable contracting practices. Monitors progress/benchmarks, financial expenditures, allocations and inspects final results. Serves as the point of contact for contracts and related issues. Work requires extensive contact with governmental officials and private entities. Employees at this level are virtuallyself-supervising and assume direct accountability for the work product.Contract Administration Manager II:Oversees and manages policy for highly-advanced contract duties in support of large scope, high-dollar or high-risk contracts. Employees at this level are virtuallyself-supervising and assume direct accountability for the work product.Essential Duties:Contract Administration Manager I:
- Leads the work of others.
- Makes presentations at local, state and federal levels.
- May conduct training on complex contracting issues of statewide significance.
- Oversees and provides advanced technical assistance to plan, develop, implement, and monitor effective programs; researches and makes recommendations concerning contract administration systems.
- Oversees contract systems and ensures management understands and authorizes contract terms involving multiple statewide contracting programs.
- Oversees development, writing, revision and/or preparation of highly complex, procedures, forms, related documents and provisions, financial/statistical graphs and reports.
- Oversees maintenance, updating, and compilation of detailed data, reports, summaries, files, records, logs statistics or specific contracts including procurement documents and revisions; oversees writing of routine and unique correspondence.
- Oversees studies or surveys to assess program outcomes and identify or forecast cost savings or areas of improvement.
- Provides advanced technical and administrative support to include reviewing, processing, answers questions, provides assistance and handles complaints and resolution of discrepancies and problems regarding contracts and contract systems.
- Develops methodologies, rules and procedures.
- Performs other job responsibilities as assigned.
Contract Administration Manager II:All of the above and:
- Develops and implements management controls and oversight procedures.
- Develops and monitors the section/branch budget.
- Develops methodologies, rules and procedures.
- Ensures compliance with laws, regulations, policies and procedures pertaining to functional area.
- Oversees the operations and activities of monitoring contract performance, including developing and tracking key metrics.
- Coordinates the training of new professional and/or technical contract staff.
- Facilitates analysis, oversees interpretation of legislation, statutes, federal regulations and implements the development of policies and procedures to ensure compliance with Department and governmental regulations.
- Develops and implements short and long-term strategies and goals for the administration of assigned contracts.
Minimum Qualifications:Contract Administration Manager I:Education: Bachelor's Degree in business administration, finance, or related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum QualificationsExperience: 6 years of experience in contract administration, contract management, contract development, or related experience. Related graduate level education may be substituted for experience on a year per year basis.Contract Administration Manager II:Education: Bachelor's Degree in business administration, finance, or related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum QualificationsExperience: 7 years of experience in contract administration, contract management, contract development, or related experience. Related graduate level education may be substituted for experience on a year per year basis.Licenses and Certifications:
- Valid driver's license. This position requires driving a state vehicle.

Physical Requirements and Working Conditions:
- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
- Standing-prolonged periods of time
- Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
