APPLICANTS MUST BE PERMANENT IN THE ASSOCIATE STAFF ANALYST CIVIL SERVICE TITLE, OR BE PERMANENT IN A COMPARABLE TITLE ELIGIBLE FOR 6.1.9 TITLE CHANGEThe Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.HRA/General Support Services (GSS) provides safe, healthy, and appropriate facilities for HRA's various social service programs. Its many functions include facilities planning and coordination, design and construction, renovation, repair and maintenance, custodial and other building services, health/safety program coordination, lease and property management, land use and environmental review activities, contract administration for facilities services, and warehouse operations. GSS plays a major role in HRA emergency preparednessGeneral Support Services (GSS) Office Of Contracts And Budget Management (OCBM) Is Recruiting For One (1) Associate Staff Analyst To Function As Contract Manager, Who WillPlan, manage, and monitor contracts for services identified by senior management from inception to completion; work with program managers to determine needs of the unit and type of contract required; prepare all support documents required to procure services such as request for funds, pre-solicitation reviews, and recommendation for Awards, by writing specifications/scope of work, justifications (for funding request and reason for contract), cost analysis and estimates.Assist in managing procurements for utilizing various methods including, but not limited to: Competitive Sealed Bids, Request for Proposals, Micro Purchasing, Small Purchasing, M/WBE Small Purchase, and Competitive Sealed Proposals. The Contract Managers will be responsible for ensuring the procurements are consistent with the Procurement Policy Board regulations.Manage procurement timelines, reviewing contract documents, general document management, reviewing contract compliance documents, coordinating vendor meetings throughout the procurement process, handling vendor submissions, working with vendors to complete and submit any required documents in advance of submitting requisition package for contract processing.Regularly updating internal databases and procurement tracking systems, as well as procurement updates to the Director of Contracts. The candidate will use several computer systems including Financial Management System (FMS) and PASSPort to track and process procurement actions. Ensure citywide procurement policies are followed in contract processing, including compliance with all NYC Procurement Policy Board (PPB) Rules, Local Laws, and Executive Orders, and in accordance with Comptroller's Directives and MWBE goals.Determine the appropriateness of and recommends contract awards, amendments, modification, renewals, and emergency authorizations for services. Enforce terms of contracts by recommending corrective actions including cancellation or non-renewal of contract or by recommending the imposing of liquidated damages when the contractor has failed to provide contracted goods or services or is deficient in honoring terms of contractual agreement.Consult with OCBM Accounts Payable Unit when applicable for assigned contracts: invoicing review and approval, requesting Form5s, preparing documents, assigning work to awarded contractors, monitoring and evaluating contractors' work to completion as well as processing new contracts/modification to existing contracts.Track the status of your contracts in process, and prepares, analyzes, and modifies budget for assigned contracts by monitoring assigned contract budget funding to ensure contract funding viability; review, analyze and approve submitted contract proposals to develop cost reduction and savings for your assigned contracts.Determine the appropriateness of and recommends contract awards, modifications to the contract, contract extensions, and emergency authorizations for services. Monitor work performed and goods delivered, either directly or indirectly, in order to ensure that goods and services contracted for are being provided on a timely basis and in conformity to contract terms.Salary Range: $ $79,473-$91,394Work Location: 375 Pearl Street, New York, NYHours/Schedule: Normal Business HoursASSOCIATE STAFF ANALYST - 12627Minimum Qualifications

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or
  • A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in 1 above.
  • An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in “1” above.
  • A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in “1” above.
  • A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in “1” above.

  • Excellent analytical, written, research, and verbal communication skills. - Experience in project management and/or contract management - Advanced knowledge of Microsoft Excel, Word, Outlook, and PowerPoint applications. - Knowledge of the NYC Procurement Policy Board Rules (PPB) - Experience using The Mayor's Office of Contract Services (MOCS) PASSPort (Procurement and Sourcing Solutions Portal) - Experience using the Financial Management System (FMS)
